Notice Description

	Distribution and Transmission System Planning The Green Energy and Green Economy Act, 2009, will lead to a fundamental change in the policy context for connection of renewable resources. First, it will encourage the development of renewable electricity generation through the operation of a �feed-in tariff� program. Second, the Board�s objectives are amended to include the promotion of the use and generation of electricity from renewable energy sources. In order to accommodate as much renewable generation as possible, the GEGEA allows the Board to require electricity transmitters and distributors to develop and file plans for reinforcement and expansion of their transmission systems and for development and implementation of the smart grid. � 70 (2.1) of the OEB Act adds a deemed licence condition for all transmitters and distributors requiring them to prepare plans in the manner and at the times mandated by the Board. To date, the Board has not required the filing of plans from either transmitters or distributors. On June 16, 2009, the Board released initial filing guidelines for distributors The Board�s objective in undertaking the project is to develop filing guidelines for transmission system plans and refine the current guidelines for distribution system plans. The purpose of the project is to have external expertise on distribution and transmission planning and smart grid development to assist staff in developing transmission system planning guidelines and refining distribution system planning guidelines. Board Staff is seeking assistance from a consultant who is able to facilitate technical meetings with stakeholders and who understands the Board processes and methods of working.
