  WRITING, EDITING, FORMATTING, DESIGNING, CONSOLIDATING, CHALLENGING AND CRITIQUING

1.    INTRODUCTION
1.1.    Purpose
Corporate Planning and Reporting requires expertise over the next four fiscal years (2011-2012 to 2014-2015) to write, edit, design and format, the Report on Plans and Priorities (RPP), the Corporate Business Plan (CBP) and the Departmental Performance Report (DPR) for Fisheries and Oceans Canada (DFO).
1.2.    Background
Report on Plans and Priorities (RPP)
Fisheries and Oceans (DFO) must prepare an annual Report on Plans and Priorities to be tabled in Parliament. The RPP is developed in accordance with Treasury Board Secretariat (TBS) guidance from input provided by DFO’s sectors, agency and regions.
The RPP is the key instrument for public reporting on DFO’s plans, expected results and planned spending for the coming four years. The RPP provides information on environmental factors influencing DFO’s priorities and expected results and the plans for attaining them, set in context of the benefits that Canadians can expect to receive for the resources used.
The guidance for the RPP calls for a “concise” report. Balancing the needs for compulsory information and clarity with the need for concision is challenging and requires creative approaches in the design of the written document.
Corporate Business Plan (CBP)
The annual Corporate Business Plan, with a primary audience of DFO employees, complements the RPP by providing greater detail on the work that will be done to achieve priorities and strategic outcomes. Focus is placed on integrating corporate support functions such as Human Resources, IM/IT and regional program delivery with the program direction from Headquarters.
The CBP responds to the priorities of the Clerk of the Privy Council and Secretary to the Cabinet as detailed in the Seventeenth Annual Report to the Prime Minister of the Public Service of Canada for the year ending March 31, 2010. The CBP should be concise but there is greater latitude for creativity in expression in the document as guidance is not provided to departments and there are no set external information requirements for this report.
Departmental Performance Report (DPR)
DFO must also prepare a Departmental Performance Report (DPR) to be tabled in Parliament. The report is developed annually in accordance with Treasury Board Secretariat (TBS) guidance from input provided by DFO’s sectors, agencies, regions, and Departmental Management Committee (DMC) directorates.
The DPR is the key instrument for public performance reporting at a departmental level. The DPR reports on performance in the context of commitments made in the applicable Report on Plans and Priorities (RPP) using the TBS approved Performance Measurement Framework (PMF). Performance must be set in context, quantified, and rated, and variances must be explained. Future improvements derived from lessons learned and the results of audits and evaluations are to be discussed.
The report must be concise and written in a style and language that is accessible to both Parliamentarians and Canadians in general. Clear language and focused performance content is essential.
2.    OBJECTIVE
The objective of the contract is to engage a resource to work closely with DFO’s Corporate Planning and Reporting staff to develop, edit and format the RPPs, DPRs and CBPs required during the next three fiscal years (2011-2012 through 2013-2014).
The final product must respond to any Management Accountability Framework (MAF) recommendations received from Treasury Board Secretariat during this period.
The initial period of the contract will be one year, with three one-year options for renewal.
