Notice Description

  Emergency Mass Notification System

McMaster Security Services is seeking a Proponent to provide a mass emergency notification technology system solution for emergency and operational communication that meets the specifications listed in the Requirements (section 6).
In any emergency, the ability to communicate is paramount and requires the successful vendor to provide a system that is not only robust and flexible, but also reliable and easy to integrate with McMaster’s current technology.
McMaster prefers a vendor-hosted solution in order to avoid the expense and complexity of augmenting existing large in-house telephony and email systems to cope with rarely required peak loads when a message must be sent to the community en-masse.
The objectives of this project are to compare available mass notification systems from major vendors on the basis of:

• Total cost of operation over a five-year period, including maintenance and training
• Ease of use for emergency responder staff under crisis conditions, as well as reliability, security and audit trail
• Provision of an integrated solution which allows staff who are authorized to use the system to quickly and easily send messages to designated groups from any location on- or off-campus using either a telephone or web-based interface with secure network access
• A process which enables recipient contact information to be kept current; contact information will be collected and updated within the Student Portal and within a staff portal , and transferred to the emergency notifications system using secure file transfer for update in batch mode
• Allows the solution to grow to encompass a large number of recipients (>40,000)
• Integrates with existing McMaster technology infrastructure
• Is recommended by other universities and colleges with established deployments.
