DRAFT REQUEST FOR STANDING OFFERS FOR STRATEGIC
COMMUNICATION AND PUBLIC RELATIONS SERVICES, COMMUNICATIONS
PROJECT MANAGEMENT SERVICES AND WRITING RELATED SERVICES


This document is not a bid solicitation document, therefore
standing offers will not result from this RFIC.

The purpose of the RFIC is to obtain feedback from the industry
on the content of the draft Request for Standing Offer (RFSO).
It is the intention of Public Works and Government Services
Canada (PWGSC) to initiate a competitive process leading to the
selection of qualified firms to enter into Regional Master
Standing Offers (RMSO's) for the following categories of service:

Category A: Strategic Communications and Public Relations
Services;

Category B: Communications Project Management Services;

Category C: English and French Writing Related Services.

Government of Canada departments and agencies located in the
National Capital Region (NCR) will have access to the resulting
standing offers and will be able to issue call-ups directly with
standing offer holders on an "as and when requested basis" from
a "pool of equals" for each category of service.

Please note that there will be a set-aside under the Program for
Aboriginal Business for this procurement.

Your attention is directed to the following sections of the RFSO
for further information on how client departments will process
call-ups against the standing offers, and how PWGSC will
establish the "pool of equals" for each category of service:

Part 4 - Evaluation Procedures, Basis of Selection and
Certifications (article 2 - Basis of Selection);

Part 5 - A Standing Offer and Resulting Contract Clauses
(article 7 - Call-up Procedures).

The Standing Offers will be effect for a period of one (1) year
and will include one (1) option period of twelve (12) months.

Comments received from the industry will be used in the
development of a final RFSO solicitation document. Your
comments must be forwarded in writing by 02:00 PM on March 12,
2007 at the latest to:
