The amendment 002 to the Notice of Proposed Procurement is to
correct the closing date for receipt of proposals which has been
postponed to Wednesday, 8 April 2009 at 2:00 P.M.

Public Works and Government Services Canada (PWGSC) intends to
retain a multidisciplinary consulting team of planners, urban
designers, architects, landscape architects, and engineers
(civil, transportation and environmental), for the provision of
services required for this project. The Proponent (Prime
Consultant) shall be a professional specializing in Urban/Master
Planning. Key Personnel of the Prime Consultant shall be full
members of the Canadian Institute of Planners. The Consultant
must be capable of providing services in both official languages.

PWGSC is developing a master plan for Tunney's Pasture, a major
employment node in Ottawa that currently accommodates
approximately 10,000 federal employees. A master plan will
provide direction for the future development of the site.

Nineteen buildings occupy the 49 hectare site, the majority of
which fall under the custody of PWGSC. Various federal
departments are located on site including Health Canada,
Statistics Canada, National Defence, Library & Archives Canada
and Measurement Canada, an agency of Industry Canada. Office
space is the principal use of the buildings, but there are also
some laboratories, storage and processing uses.

As part of its strategic long term planning, PWGSC is looking at
various options to meet the federal government's current and
future office accommodation needs. As one of the primary
federal employment nodes in the National Capital Area (NCA),
Tunney's Pasture can play a strong role in meeting future
demand.

The master plan will also be an effective tool for the
responsible management of the site, being flexible enough to
meet the evolving needs of government departments and agencies
over the long term.

Prepared in close consultation with the National Capital
Commission (NCC) and other stakeholders, the master plan will
include a comprehensive development strategy that defines the
principles, objectives and policy direction for the site,
typical of a NCC Sector Plan. Development planning and urban
design principles, criteria and guidelines will be developed
with respect to land use, circulation, built form, open space,
heritage, environment and servicing/ utilities. Development
options will be generated and evaluated, leading to the
selection of a preferred option for the future development and
phasing of the site.

Proponents responding to this Request for proposal are requested
to submit a full and complete proposal. The proposal will cover
not only the qualifications, experience and organization of the
proposed Consultant Team, but also the detailed approach to the
services, and the pricing and terms offered. A combination of
the technical and price of services submissions will constitute
the proposal.

Consulting firms that consider themselves qualified to provide
these services may order the request for proposal document from
the Government Electronic Tendering Services through MERX. Late
submissions will not be considered.

The Crown retains the right to negotiate with suppliers on any
procurement.
