LETTER OF INTEREST

ADVANCE NOTICE TO INDUSTRY
PRE-TENDER OPTIONAL SITE VISIT & INFORMATION SESSION FOR
POTENTIAL BIDDERS

Prior to posting the Request for Proposal (RFP), Public Works
and Government Services Canada (PWGSC) and Department of Indian
and Northern Development (DIAND) is conducting an Optional Site
Visit and Information Session for potential bidders for firms
who are interested in the remediation project for FOX-E Distant
Early Warning (DEW) Line Site on Durban Island and the former US
Coast Guard Weather Station on Padloping Island, Nunavut. It is
anticipated the Request For Proposal (RFP) documents will be
available on the Government Electronic Tendering System (GETS)
currently operated under MERX at a later date. In order to meet
the operational project requirements, advance notice of this
opportunity is advertised for Industry to make the necessary
arrangements and Project team to make preparations for the
Optional Site Visit and Information Session on July 26 and 27,
2011.

1. REQUIREMENT: PWGSC on behalf of DIAND has a requirement for
remediation activities at the FOX-E Distant Early Warning (DEW)
Line Site on Durban Island and the former US Coast Guard Weather
Station on Padloping Island, Nunavut.

2. BACKGROUND: FOX-E Durban Island (67°05' N, 62°07' W), and
Padloping Island (67° 02' N, 62° 44'W) are located on the
northeast coast of the Cumberland Peninsula of Baffin Island,
approximately 440 km north-northeast of Iqaluit and 75 km
southeast of Qikiqtarjuaq. FOX-E, Durban Island, was constructed
as an Intermediate DEW Line site in 1957 by the Department of
National Defence (DND). The station was abandoned as part of the
DEW Line system in 1963, and in 1965 responsibility for the land
was assumed by DIAND). A United States Air Force (USAF) weather
station was constructed on Padloping Island in 1943 by the
United States Military. The station was operated by the USAF
until the end of the Second World War and was subsequently
operated by the Canadian Department of Transport until 1956. An
Inuit settlement on the island predates the weather station. The
remains of a hamlet, abandoned in the early 1960s, are
co-located on Padloping Island with the remains of the weather
station facilities. The sites are accessible by marine transport
during the summer shipping season. There are no airstrips on the
sites and air travel is limited to rotary- wing aircraft.

It is anticipated that the remediation of the FOX-E Distant
Early Warning (DEW) Line Site on Durban Island and the former
U.S. Coast Guard Weather Station Padloping Sites will require up
to three construction seasons (summers of 2013 / 2014 / 2015)
depending how the work is sequenced. A typical construction
season for these locations normally starts in June and concludes
by late September, which allows approximately 90 days. Potential
hazards inherent with a remote northern location are wildlife
and arctic weather conditions. Due to the logistical challenges
associated with this project, a number of the risks have been
identified, primarily those with mobilization and
demobilization; remediation and construction activities; work
schedules; weather delays; air charter; and replenishment of
food and materials have been identified.

3. PRE-TENDER OPTIONAL SITE VISIT & INFORMATION SESSION FOR
POTENTIAL BIDDERS: It is optional that the Contractor or their
representative visit the FOX-E DEW Line Site on Durban Island
and the former U.S. Coast Guard Weather Station Padloping Site.

5. ADDITIONAL INFORMATION:

1.    Bidders must communicate with the Contracting Authority no
later than 2:00 P.M. M.D.T., July 22, 2011, before the scheduled
visit to confirm attendance and provide the name of the person
who will attend.

2.    Contractors or their representative will be responsible for
making their way to Iqaluit, Nunavut. PWGSC will provide air
transportation for the Contractors or their representative to
sites.

3.    Due to limited availability of aircraft and seating capacity,
attendance to the Site Visit will be limited to Prime or Joint
Venturing Contracting Firms only. Limit one person per to Prime
or Joint Venturing Firm.

4.    Bidders will be required to sign an attendance form and
provide their own required Personal     Protective Equipment
consisting of clothing appropriate for weather conditions, CSA
approved     safety boots, and a high visibility vest. The site
visits will include long walks/hikes over rough and     steep
terrain in potentially unfavorable weather conditions. It is
highly recommended that firms     take this into consideration when
registering their participant.

5.    All travel & living costs associated with travel to Iqaluit
for the purpose of attending the Optional Site Visit and
Information Session will be borne by the Contractor or their
representative.

6.    This is not a Mandatory Site Visit nor a Mandatory
Information Session. Those who do not attend will not be
precluded from submitting a bid when the Request for Proposal
(RFP) is issued. However, potential bidders are strongly
encouraged to attend.

7.    It should be noted that potential bidders who do not attend
or send a representative will not be given an alternative
appointment.

8.    An advance copy of the specifications is available, attached
to this Letter of Interest, for discussion at the Site Visit and
Information Session. Information provided during this session
including questions and answers will be distributed as an
attachment to the RFP.

5. SOURCING:

When the RFP is posted on MERX, the requirements of the Nunavut
Comprehensive Land Claim Agreement (CLCA) will apply. As such,
bidders will be requested to maximize involvement of local Inuit
groups within the CLCA, and surrounding communities. The
benefits that will apply are contained in: Article 4: Inuit of
Nunavut CLCA.

The requirement will also be subject to the provisions of the
World Trade Organization-Agreement on Government Procurement
(WTO-AGP), the North American Free Trade Agreement (NAFTA), and
the Agreement on Internal Trade (AIT).
