A Business Plan is required to provide the foundation for a
rational, defensible and transparent project development and
implementation process. Quantitative analysis is preferred, but
if this is not possible, a qualitative analysis is necessary.
Overall, the Business Plan, including any associated Use Case
Scenarios, is to provide decision makers with a sound basis and
a broad investigation as to the merits of establishing the WiFSE
Centre of Expertise and Testbed in the Metro Vancouver area with
UBC.

    In general terms, a strong and comprehensive business plan will:
"    Formulate a clear mandate in support of the co-funding
partners' decision to advance this important initiative;
"    Detail the form of participation expected from the co-funding
partners and any other qualified stakeholders;
"    Set out the expected levels of financial and/or in-kind
contributions required from the co-funding partners and point to
other potential funding partners;
"    Identify and discuss expected costs, benefits and
externalities (positive and negative impacts);
"    Provide a solid organizational foundation for the long-term
success and sustainability of this unique entity; and
"    Outline the expected benefits to the co-funding partners,
including the expected contributions to the knowledge assets of
both BC and Canada, such as the training and development of
Highly Qualified Personnel (HQP).

The Crown retains the right to negotiate with suppliers on any
procurement.
