DRAFT SOLICITATION OF INTEREST AND QUALIFICATION (SOIQ)

The Draft SOIQ document can be ordered through MERX. The
purpose of the Draft SOIQ document is to solicit comments from
Industry. Comments in writing shall be directed only to Mr.
Scott Horrocks at the following e-mail address up to the closing

Airlift Capability Project - Tactical

The objective of the Airlift Capability Project - Tactical is to
replace a number of aircraft from the Canadian Forces' aging
CC-130E/H fleet with new tactical air transport aircraft that
are operationally effective, and provide an assured Canadian
Forces tactical airlift capability that meets the statement of
operational requirements. This procurement will establish a
contract for the supply of 17 new aircraft with the provision of
In-Services Support (ISS) for an initial 20 year period. The
contract will contain options to extend the contract to the
estimated life expectancy of the aircraft.

Canada's Supply Policy encourages a supplier pre-qualification
process when complex procurements will likely result in high
proposal preparation costs to industry. By using a Solicitation
of Interest and Qualification (SOIQ) to initiate the procurement
process, firms evaluated as not meeting the discriminating
mandatory criteria are informed before they undertake the effort
and expense of preparing a complete priced proposal.

Responses to this SOIQ shall contain a statement from the
Respondent confirming the official language of Canada in which
the Respondent wishes to use in any exchange of correspondence
with Canada.

The Department of National Defence intends to publish the
Statement of Operational Requirement as soon as available at the
following internet address:
