Assessment of the Ecological Footprint of Biofuel Production Facilities in Canada

INTELLECTUAL PROPERTY

The Crown has determined that any intellectual property arising from the performance of the Work under the Contract will vest in Canada, on the following grounds:

6.4 Where the main purpose of the Crown Procurement Contract, or of the deliverables contracted for, is:

6.4.1 To generate knowledge and information for public dissemination.

CONFIDENTIALITY

The parties anticipate that it may be necessary to transfer to each other information relating to the Licensed Process, Patents, Trade-mark, Know-How or other information relating to this Agreement, of a confidential nature. The parties shall keep all such information confidential during the life of this Agreement and for a period of five years after expiration or termination of this Agreement.

Subject to the Access to Information Act, R.S. 1985, c.A-1, the parties agree that the terms of this Agreement are confidential and each party shall use the same degree of care to prevent disclosure of the terms of this Agreement to third parties as it uses to protect its own confidential information of similar nature.

PURPOSE

The purpose of this project is to provide Environment Canada with baseline environmental data on the impacts of biofuel production using the EC developed guidance documents “Assessing Environmental Performance Guide for Ethanol Plants” and “Assessing Environmental Performance Guide for Biodiesel Plants”.


BACKGROUND

Worldwide use of liquid biofuels has grown rapidly during the past 5 years, and has accelerated remarkably since 2007 with production expected to double from 2009 levels by 2015, with an anticipated 76% growth before the end of 2011. (IEA World Energy Report 2009).

The Government of Canada emission model (GHGenius) points to the potential for significant environmental benefits associated with greenhouse gas reductions from renewable fuels over their life cycle. Furthermore, liquid biofuels were initially viewed as an overall environmentally beneficial alternative to traditional hydrocarbon-based liquid fuels; however, recent studies in the United States suggest that this might not always be the case. Most importantly, little information exists from a Canadian context. Therefore, there is a need for the development and provision of information from a Canadian context to enable Environment Canada scientists to better understand the environmental performance from liquid biofuels production; performance that is expected to vary considerably based on type of feedstock, conversion processes utilized, fate of co-products, scale of operations, and location of facilities.

STATEMENT OF WORK

The following requirements must be met:

1.    All work is to be performed to the satisfaction of the Departmental Representative.

2.    The deliverables will be submitted in hard and electronic copies (MS Word & MS PowerPoint) to the Departmental Representative for their review and comment.

3.    The reports and correspondence produced by the contractor will be subject to review by the Departmental Representative.

4.    All deliverables to be provided in English.

5.    The report will:
•    Generate a list of all current biofuel facilities operating in Canada.
•    Populate the documents “Assessing Environmental Performance Guide for Ethanol Plants” and “Assessing Environmental Performance Guide for Biodiesel Plants” with real data from operating facilities in Canada:
o    Be completed for at least 10 of the operating facilities in Canada
o    Be completed for at least one ethanol and one biodiesel facility in Canada
•    Summarize the data identifying any trends and suggesting possible benchmark targets for facilities.
•    Provide suggestions on how to improve data collection and expand to cover all operating facilities.


SCHEDULE AND DELIVERABLES

The required deliverables and a proposed schedule are identified as follows:

4    The contractor will provide to the Departmental Representative a final report and accompanying PowerPoint presentation. (milestone #3)    March 31st 2010


1.    Project Initiation and project outline

The Contractor will meet with the Departmental Representative at the initiation of the project and as necessary during the course of the project. At the initial meeting, the contractor will present, in a written format, a detailed plan for execution of the project, with milestones, personnel / task allocation and deadlines clearly identified. The Contractor will provide a detailed list of facilities that have been consulted and have agreed to participate. If insufficient numbers of operating facilities (less than 10 of the operating facilities in Canada) are identified to meet contract requirements, the Contract will be terminated. The Contractor will also provide a proposed table of contents (TOC) that will be discussed and agreed upon. The TOC will form the basis of the agreement between the parties on the scope and range of the required tasks.

2.    Prepare the draft report

The contractor will provide a draft report (Microsoft Word) to the Departmental Representative. The Departmental Representative will provide written feedback on the draft report with 2 weeks of receipt of the draft report.

3.    Delivery and presentation of draft final report

The contractor will present to the Departmental Representative in person the draft final report (MS Word) along with a PowerPoint presentation outlining key findings and conclusions. The Departmental Representative will provide written feedback on the draft final report with 2 weeks of receipt of the draft final report.

4.    Final report and PowerPoint document

The contractor will make revision based on feedback received and provide the final report and accompanying PowerPoint presentation. These final revisions must be completed on or prior to fiscal year end of March 31, 2010.

TRAVEL

This project will require at least two half-day meetings in the Ottawa-Gatineau area. The timing of these meetings will be dependent upon availability of Environment Canada staff. Should the contractor feel that more than 2 meetings are required they should clearly outline this need and cost in their bid package.

It is expected that the Contractor will need to visit operating biofuel facilities to generate the data to populate the assessment documents.

Reimbursements will be consistent with Treasury Board Secretariat and Federal Government Travel Guidelines.

METHOD OF PAYMENT


•    25% of the total professional fees will be paid following the completion, delivery and acceptance of the Draft Report (milestone #1)

•    25% of the total professional fees will be paid following the completion, delivery and acceptance of the Draft Final Report. (milestone #2)

•    50% of the total professional fees will be paid following the completion, delivery and acceptance of the Final Report and PowerPoint document (milestone #1).


PROJECT COST

Environment Canada has established funding for this project at a maximum amount of $65,000.00 excluding GST and broken down as follows

Travel expenses: Up to a maximum cost of $15,000.00 excluding GST

Total value of contract not to exceed $65,000.00 (excluding GST)

This covers the period from date of contract award to March 31, 2010.
