  Voluntary Sector Capacity Building

INVITATION

The Canadian International Development Agency (CIDA) is seeking to retain the services of a Consultant to create and deliver training workshops to Canadian NGOs doing business mainly with Canadian Partnership Branch.

The objective of these training sessions is to enable our Canadian partners to prepare more complete requests for funding from CIDA. The objective of the results-based management training is to reinforce the development results of Canadian partners and their developing-country partners. The objective of the “Promoting equality between women and men” training program is to enable CIDA’s partners to translate CIDA's Policy on Gender Equality into appropriate measures and activities at all levels of their projects and programs, to promote the status of equality between women and men.

The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. CIDA reserves the right to refuse any or all proposals received. The initial contract will be valued at a maximum of CAN $1,400,000 with an expected duration of two (2) years with an option to extend the contract for an additional year valued at an additional CAN $700,000. This option will be exercised through a formal amendment to the contract signed by both parties. Moreover, within the value of the contract, a provision for subcontracting equivalent to CAN $200,000 per year (for a total possible value of CAN $600,000 over the three-year period) for subcontracting agreements between the Consultant and the following seven provincial/regional Councils:

- Association québécoise des organismes de coopération internationale (AQOCI)
- Alberta Council for Global Cooperation (ACGC)
- Atlantic Council for International Cooperation (ACIC)
- British Columbia Council for International Cooperation (BCCIC)
- Manitoba Council for International Cooperation (MCIC)
- Ontario Council for International Cooperation (OCIC)
- Saskatchewan Council for International Cooperation (SCIC)

The total amount allocated to this contract, including the optional year, will not exceed two million, one hundred thousand Canadian dollars (CAN$2,100,000) excluding GST. The anticipated contract duration, including the option year, is three (3) years.

WORKING LANGUAGE OF THE PROJECT

Given that the work will be carried out across Canada, the working language for this project is English and French.

DESCRIPTION OF SERVICES

General assignment

The Consultant’s general assignment will be to create and deliver training workshops to Canadian NGOs doing business mainly with the Canadian Partnership Branch, on results-based management, equality between women and men, financial management, and the environment. This training aims to develop and build the voluntary sector’s capacities in the above areas.

Specific assignment

The Consultant will be responsible for cooperating with provincial and regional Councils for training logistics and delivery. The Councils will be reimbursed for their work through individual subcontracting agreements. Each year, the Consultant shall deliver between four and seven sessions of RBM training, and between four and seven sessions of training in promoting equality between women and men, across Canada, to groups of about 20 participants or more.

The Consultant shall also develop two training curricula (pilot programs); one on the environment, and the other on financial management. These two curricula shall be developed in cooperation with CIDA to guarantee consistent and accurate information.

This process includes giving pilot training sessions to the officials of the provincial/regional Councils, who are the target audience for the pilot. Following these pilot training sessions, the Consultant will be required to make the necessary changes to programs based on the comments and suggestions received from the Councils.

The Consultant shall provide a calendar of proposed sessions for each year for approval by CIDA, and shall allow CIDA to participate in each session, if CIDA deems it necessary to do so.

CONSULTANT PROFILE

To meet the requirement of the assignment, CIDA is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. CIDA is seeking a Consultant with experience in the development, management and delivery of training programs.

The Consultant must be able to propose a methodology for both the existing programs and the new programs to be developed. They must be able to describe their project management methods, including any systems and tools as well as any monitoring mechanisms to be used. They must also provide a strategy and measures to improve equality between women and men throughout the project.
The Consultant must present a team that meets the following language profile:

- Oral proficiency – Level 5, Educated native proficiency
- Reading proficiency – Level 5, Educated native proficiency
- Writing proficiency – Level 5, Educated native proficiency

The proposed team must also have the capacity to provide the required expertise in the following categories: project management; results-based management; gender equality; the environment; and financial management.

In order to be considered, proposals must be completed and received no later than 14:00 hrs, Eastern Standard Time (EST), on closing date, CIDA Bid Receiving Unit, at the Central Mail Room, 1st Floor, 200 Promenade du Portage, Gatineau, Quebec K1A 0G4.

PROPOSALS SUBMITTED VIA FACSIMILE WILL NOT BE ACCEPTED.
