Introduction

Transport Canada has sponsored the publication of the Operating Cost of Trucks in Canada report series since 1972. The purpose of the study is to provide activity related cost estimates of operating trucks of various vehicle configurations in Canada and the United States. In 1986, the study was modified to provide a comparison of direct trucking to rail intermodal transportation services (COFC) for three transportation corridors. The most recent edition of the study was published in 2007.

The objectives set for the 2009 have been modified.

Objectives

The objective of this study is to provide estimates for the year 2009 of the operating costs of trucks and intermodal transportation services in Canada. The estimates will be provided for a sample of provincial and territorial regions in Canada. International (U.S. Based) truck comparisons must also be developed. The consultants are also expected to provide a comparison of the operating cost estimates of direct trucking against an intermodal transportation service namely:
o    Between direct trucking and rail intermodal container services.

Description of the work

The overall format of the study should remain the same as the 2007 version with the necessary changes made in the 2009 version. The 2007 version can be seen at: http://www.tc.gc.ca/eng/policy/report-acg-operatingcosts2007-menu-1757.htm

The operating costs should take into account the following:
1.    Vehicle Configurations
The estimates should be reflective of the standard vehicle configurations and gross vehicle weights that are operated in the different parts of Canada.

2.    Operating costs will be validated as per the size of trucking operations.

3.    The consultants are expected to provide separate estimates for each of the following activity type:
o    For-Hire Trucking
o    Private Trucking
o    Owner-Operated Trucking (1-2 power units)

4.    In addition to a tabulation by Province and Territory, costing will also be provided on a corridor basis using two configurations of vehicles (5 axle semi-trailer and 8 axle B-train):

Requirements of the proposal

The project requires expertise in costing transportation operations. The work will involve communications of documents and data in electronic form compatible with the Windows XP Microsoft software.
