  NC3A – DEVELOPMENT DELIVERY AND SUPPORT OF AFGHANISTAN MISSION NETWORK (AMN) 2012 CORE CAPABILITIES

Title:    NC3A – DEVELOPMENT DELIVERY AND SUPPORT OF AFGHANISTAN MISSION NETWORK (AMN) 2012 CORE CAPABILITIES

Instructions:    Canadian companies interested in receiving the full Notification of Intent (NOI) including the Summary of Requirements may do so by contacting the Canadian Joint Delegation to NATO. Canadian companies interested in this opportunity must be nominated by the Canadian Joint Delegation to NATO. Note deadline of 03 February 2012 to contact the Canadian Joint Delegation, quoting Opportunity # 03/12.

Further Details: The notice of intent is for the development, delivery and support of Afghanistan Mission Network (AMN) 2012 core capabilities. The core capabilities are aimed to provide strategic enhancement of the AMN as well as deliver urgent improvements to the interoperability with coalition forces. This procurement shall include all tasks and services necessary to deliver capabilities in the areas of AMN 2012 Enterprise Postal, Text Chat, Track Management, C2 Interoperability and License Management (FAS Licensing).
Security Classification: The Invitation for Bib (IFB) package will be NATO UNCLASSIFIED. The successful Bidder will be required to possess a facility clearance of “NATO SECRET”. In addition, contractor personnel working on NATO sites will be required to hold individual security clearances of NATO SECRET.

Potential Bidders: Must be from a participating NATO country. It is planned to place one single contract for the entire scope of the work. No partial bidding will be allowed.

Delivery Date: The formal IFB is planned to be issued in February 2012 with a Bid Closing Date in April 2012 and Contract Award in June 2012.
Comments: Bidders will be required to declare a bid validity of six (06) months from closing date for receipts of bids, supported by a Bid Guarantee in the amount of € 100,000 (one hundred thousand Euros). Bid price evaluation to be further detailed in the IFB will take into consideration Life Cycle Costs for a period of 5 (five) Optional Years.

Estimated Value: Investment Cost of 7.7 Million EURO. Estimated 5 years O&M Cost of 7.2 Million EURO.
