Notice Description

  Supply and Install a Pre-Engineered/Prefabricated Portable Hi-Security Small Arms Steel Armoury

Introduction

An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a goods, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the contracting authority may then proceed with the award. However, should a Statement of Capabilities be found to meet the requirements set out in the ACAN, the contracting authority will then proceed to a full tendering process.

Background

On behalf of the Department of National Defence (DND), Defence Construction Canada (DCC) requires the supply of all materials, labour, equipment and supervision necessary for the provision, transportation, and installation of one pre-engineered and pre-fabricated, portable steel and hardwood-lined armoury for a steel small arms cleaning and storage facility that shall serve as a stand-alone high security storage facility for conventional small arms. The structure shall be designed for climatic conditions in Oromocto, New Brunswick including live loads from wind and snow as specified in the National Building Code of Canada 2010 Edition and for climatic conditions for heating and cooling. The armoury shall be constructed in two halves to facilitate current and future portability. The armoury sections shall be transportable by road and assembled on site by bolting. Design shall accommodate loadings during lifting, transportation and assembly. The associated site work (i.e. services and fencing) are not included in this scope of work. The manufacturer must have documented quality control process in place.
Installation support services shall be provided including technical expertise, on-site supervision, and installation/assembly on prepared foundation slab. This shall include all equipment (overhead cranes, compressors, wrenches, anchor bolts, etc.) and labour as required for a finished installation with the exception of the Intrusion Detection System that shall be installed by others.

The armoury must satisfy the Canadian Forces Provost Marshal as well as meet or exceed the Type II security requirements of DOD 5100.76M “Physical Security of Sensitive Conventional Arms, Ammunition and Explosives (available from the National Technical Information Service, 5285 Port Royal Road, Springfield, VA. 22161).

Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing to the Contract Services Officer identified in this Notice on or before 1400 Hours (Ottawa Time), November 28, 2012. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

The DCC project number, the Contract Services Officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any procurement. Documents may be submitted in either official language of Canada.
