  Request for Proposal (RFP) – SOW Development Course for the Life Cycle Materiel Managers (LCMMs) and

INTRODUCTION

The Department of National Defence (DND) has a requirement for the provision of course update and delivery of SOW Development for the Life Cycle Materiel Managers (LCMMs) and Technical Authorities (TAs) course to ensure DND/CF equipment is operated and maintained at peak performance in a cost-effective manner. These courses are appropriate for DND equipment/materiel managers within DND/NDHQ environments responsible for Materiel Acquisition and Support Processes. Delivery of the courses will be conducted within the National Capital Region.

PURPOSE

The SOW Development for the LCMMs and TAs training is required to provide the student with the basic knowledge and procedural skills to perform life cycle support duties on equipment and/or systems under their responsibility and for DND/NDHQ equipment managers, functioning as Technical Authorities (TAs), within various procurement projects.

DND intends to award a two-year contract, with the option to extend for two(2), one-year option years, to be exercised at the sole discretion of DND.

REQUIREMENT:

The requirement includes, but is not limited to, course content upgrades (as approved by the Technical Authority), production, supply and maintenance of course materials including print and other materials used for demonstration purposes, delivery of the courses, reports on course evaluations made by students and a comprehensive end of course report.

The training delivery time for the Courses shall be five (5) days.

Mandatory Criteria include, but are not limited to:

M1. The Bidder must demonstrate that they have delivered a technical course (domain of Engineering and Maintenance) using a minimum of three (3) of the following adult education techniques in the last 36 months:

Lecture
Questioning techniques
Discussion groups
Case Study
Group Work
Role-playing
Simulations and Games
Independent Learning Packages
Job Aids
Self- directed learning techniques

The Bidder must provide a list of each adult education technique employed during the course and provide a cross-reference list to the Learning Objective demonstrating how at least three (3) of the education techniques are covered.

The Bidder must also provide the complete course outline of the Engineering and Maintenance course delivered.



M2 The Bidder must demonstrate that they have delivered technical training (domain of Engineering and Maintenance) during the previous 36 months in English and in the past 60 months in French.

The Bidder must provide demonstrated proof in its proposal that it has delivered related technical (domain of Engineering and Maintenance) training in each of Canada’s official languages. As a minimum, for each course, the proof must include the following:

a. course title;
b. date(s) of delivery;
c. language of instruction;
d. course duration;
e. client name & company; and
f. client’s telephone number or e-mail address.

The Bidder must provide evidence pertaining to the delivery of a minimum of one (1) English and one (1) French technical (domain of Engineering and Maintenance) course.

M3. The Bidder must provide a minimum of one (1) qualified primary instructor and a minimum of one (1) back-up instructor who must be proficient in English and French.

For example:

- 1 bilingual primary instructor and 1 bilingual back up instructor;
or
- 1 bilingual primary instructor and 1 English back-up instructor
and 1 French back-up instructor;
or
- 1 English primary instructor and 1 French primary instructor and
1 bilingual back-up instructor;
or
- 1 English primary instructor and 1 French primary instructor and
1 English back-up instructor and 1 French back-up instructor.

(other combinations of instructors will be considered)

Each proposed primary and each proposed back-up instructor must be identified by name and language(s) of instruction for which they are being proposed.

M4. The Bidder must submit a completed and signed - by each proposed primary and back-up instructor - Appendix ‘1’ with its proposal.

M5. The Bidder must provide qualified primary instructor(s) who must:

i) Have taught a minimum of three (3) Course serials in English of a technical course (Engineering and Maintenance), within the last 60 months and a minimum of one (1) Course serial in French of a technical course (Engineering and Maintenance), within the last 60 months.

The Bidder must provide detailed proof of instruction for each proposed primary instructor.

Such detailed proof must include, as a minimum:

i.    the name of the proposed primary instructor;
ii.    dates that the training was delivered; and
iii.    the language of instruction.


ii) Have recent qualifications and comprehensive experience in either:

a.    developing technical (domain of Engineering and Maintenance) SOWs and specifications
or
b.    providing instruction on technical (domain of Engineering and Maintenance) SOWs and specifications, including adult education delivery (section A5 in the SOW).

“Recent” is defined as within the last 60 months from the solicitation closing date in both a and b above.

“Comprehensive” is defined as having at least 12 months in a or 6 months in b above.

The Bidder must provide detailed proof of recent qualifications and comprehensive experience for each proposed primary instructor.

Such detailed proof shall include, as a minimum:

i.    the name of the proposed primary instructor
ii.    proof of education (copy of education credentials)
iii.    language proficiency (English, French or Bilingual), and
iv.    the recent qualifications and comprehensive experience listed in a or b above.

The Bidder must propose a minimum of one (1) primary instructor to a maximum of three (3) primary instructors who meet all the mandatory criteria listed in this M5.


M6. The Bidder must provide qualified back-up instructor(s) who must:

i) Have taught a minimum of three (3) Course serials in English of a technical course (Engineering and Maintenance), within the last 60 months and a minimum of one (1) Course serial in French of a technical course (Engineering and Maintenance), within the last 60 months.

The Bidder must provide detailed proof of instruction for each proposed back-up instructor.

Such detailed proof must include, as a minimum:

i. the name of the proposed back-up instructor;
ii. dates that the training was delivered; and
iii. the language of instruction.

ii) Have recent qualifications and comprehensive experience in either:

a developing technical (domain of Engineering and
Maintenance) SOWs and specifications
or
b. providing instruction on technical (domain of Engineering
and Maintenance) SOWs and specifications, including
adult education delivery (section A5 in the SOW).
