  NCIA – PROCUREMENT OF SUPPLIES & SERVICES TO IMPLEMENT THE “NATO INFORMATION PORTAL (NIP)”

Title: NCIA – PROCUREMENT OF SUPPLIES & SERVICES TO IMPLEMENT THE “NATO INFORMATION PORTAL (NIP)”

Instructions: Canadian companies interested in receiving the full Notification of Intent (NOI) including the Summary of Requirements may do so by contacting the Canadian Joint Delegation to NATO. Canadian companies interested in this opportunity must be nominated by the Canadian Joint Delegation to NATO including the following information: Name of the Firm, Telephone number, Fax number, E-mail address and Point of Contact. Note deadline of 20 March 2013 to contact the Canadian Joint Delegation, quoting Opportunity # 02/13.

Further Details: The NATO Information Portal (NIP) project will implement an enterprise wide portal capability based on a Microsoft SharePoint solution, provide the migration of legacy data from NATO’s Web Information Service Environment (WISE) system and implement a federated search solution based on Microsoft’s FAST search engine. In order to ensure a smooth and successful implementation of these capabilities, NCIA has been authorized to tender a contract to deliver the strategy, architecture, design implementation and initial support of this solution.
Security Classification: The Invitation for Bid (IFB) package will be NATO Unclassified. The successful bidder may be required to handle and store classified information up to the level of “NATO RESTRICTED”. For the performance of the contract, Contractor personnel working on NATO sites will be required to hold individual security clearances of “NATO SECRET”. Only firms maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract.

Potential Bidders: Must be from a participating NATO country. It is planned to place a single contract for the entire scope of the work. No partial bidding will be allowed. The successful bid, pursuant to the IFB following this NOI, will be the lowest price technically compliant in accordance with the evaluation criteria.

Comments: Bidders will be required to declare a bid validity of nine (9) months from closing date for receipt of bids, supported by a bid guarantee of 450,000.00 Euros.

Delivery Date: The IFB is planned to be issued in April 2013, with a Bid Closing Date in June 2013 and contract award in November 2013.
