Notice of Proposed Procurement

NATIONAL STOCKTAKING

DESCRIPTION:

The Department of National Defence (DND) requires services of a
contractor to perform stocktaking and investigation activities
of the Canadian Forces Supply System (CFSS) inventory located at
Canadian Forces locations across Canada.

The initial period of the resulting contract is commencing from
date of contract to March 31, 2014 with an option to extend the
period of the proposed Contract by up to three additional
one-year periods. This contract will be an as-and-when-required
basis issued through task authorizations.

BACKGROUND:

The Director General Materiel Systems and Supply Chain (DGMSSC)
was mandated to provide independent stocktaking services to
augment current bases/wings/stations/depots' Stocktaking
Investigation Groups capabilities.

The Government of Canada introduced the Federal Accountability
Act in December 2006 delivering on its commitment to Canadians
to make the government more accountable. This legislation
obliges departments to demonstrate that they are well positioned
and managed to meet the needs and expectations of Canadians.
National Defence inventory holdings are estimated to be in
excess of twenty five billion dollars with an annual estimated
throughput of five million issue transactions in the CFSS that
affect physical stock movement. Accurate inventory records are a
crucial success component to accurate inventory visibility
which, in turn, is crucial to our operational effectiveness. In
response to this commitment, National Defence is implementing a
National Stocktaking Program which will focus on developing and
implementing a capability to assist in stocktaking and
investigation activities.

National Defence and Canadian Forces inventory is dispersed
across Canada in over 739 Warehouses numbering approximately
200,000 line items within the DND inventory system. In the
course of routine business, errors accumulate that affect the
recorded inventory holdings as they would in any inventory based
business. The practice of ongoing stocktaking is necessary to
keep records accurate and enforce accountability on inventory
holders. Stocktaking activities are a labour intensive effort
and require significant resources to perform.
To support the National Stocktaking Program, a Stocktaking
Control Cell (SCC) was established to implement and provide
central monitoring and oversight for the stocktaking and
investigation activities. The SCC is located within National
Defence Headquarters in Ottawa within the Directorate of Supply
Chain Operations (DSCO).
