1. TITLE:
EQUILIBRIUM CALCULATIONS OF DETONATION WITH CONDENSED PHASE
PRODUCTS

2. SECURITY:
All of the work is unclassified and the contractor will not have
access to any classified information.

3. REQUIREMENT:
Defence Research & Development Canada - Suffield has a
requirement for Equilibrium calculations of detonation with
condensed phase products. Ongoing research at DRDC Suffield has
focused on investigating the mechanisms and explosive
performance of detonation in reactive systems with little or no
gaseous products. Current software for performing
thermo-chemical equilibrium calculations for detonation states
does not adequately treat condensed phases. The objective of
this contract is to develop a capability to perform
thermo-chemical equilibrium calculations of detonation in
condensed-phase reactive systems.

4. EVALUATION AND SELECTION:
Mandatory and point rated technical evaluation criteria are
included in Annex "D" of the solicitation.

Contractor selection will be based on the highest responsive
combined rating of technical merit and price. The ratio will be
60% for the technical merit and 40% for the price.

5. OWNERSHIP OF INTELLECTUAL PROPERTY:
Any intellectual property arising from the performance of the
Work under the Contract will vest in the Contractor.

6. PERIOD OF CONTRACT:
It is anticipated the work will be completed in four phases.
Phase 1 will be effective from date of contract to 2013-March-31
with the option of three (3) additional phases dependent on
progress of the work and receipt of funding.

7. CODE OF CONDUCT CERTIFICATIONS
Pursuant to section 01 of Standard Instructions 2003 and 2004,
Bidders must submit a complete list of names of all individuals
who are currently directors of the Bidder. Furthermore, as
determined by the Special Investigations Directorate,
Departmental Oversight Branch, each individual named on the list
may be requested to complete a Consent to a Criminal Record
Verification form and related documentation.


This PWGSC office provides procurement services to the public in
English.

The Crown retains the right to negotiate with suppliers on any
procurement.
