Nature of Requirements:
TITLE: Coherent Acceleration and Reaction of Reactive
Structural Materials

SECURITY: All of the work is unclassified and the contractor
will not have access to any classified information.

REQUIREMENT: Defence Research and Development Canada - Suffield
has a requirement for which the objective is to generate a
coherent high-speed reactive structural material jet and to
experimentally study the reaction and interaction of this
coherent jet with a nearby structure, and in particular, to
determine the impulse applied to a structure. The second
objective of this work is to develop metallurgy for desired
shapes of a class of more advanced reactive structural materials
with great mechanical strength and density and to characterize
the critical shock initiation and energy release of the most
promising materials.

SUBSTANTIATION FOR SOLE SOURCING:
The proposed sole source contract focuses on the experimental
investigation linked to a number of previous procurements and
strategy for pursuing enhanced blast explosive technologies over
the past years in a collaboration of DRDC Suffield and ZND
Incorporated. In the previous procurements, (W7702-07R153,
W7702-05R105, W7702-05R058, W7702-04R016, W7702-03R956,
W7702-02R902, W7702-01R876, W7702-00-R800, W7702-8-R749,
W7702-8-R694, and W7702-5-R531), ZND Inc. has been a critical
partner in successfully achieving the milestones and objectives
of the program. Dr. David Frost and his team of ZND Inc. have
made significant contribution in advancing the test devices,
procedures and diagnostic techniques, and have collected a large
amount of test data involving high-energy-density metal
particals. Dr. Frost is intimately familiar with the data that
are to be compared with the new data being generated in this
contract. He is only one in the position to compile these past
data and new data into a database achieve as planned. Hence, a
thorough and systematic analysis will be possible. ZND Inc.
constructed gauges to measure the explosion temperature and heat
flux, optical diagnostics to measure the radiation temperature,
devices to measure particle concentration, momentum flux and to
capture the reactive particles for their combustion states.
These novel techniques will be used in the current contract and
the information is crucial for correlating features of the
subject of matter. Dr. Frost is an approved team member of the
Applied Research Project (ARP) 'High Energy Density Technology'.
The current procurement is a continuous work and will be funded
under this program.

To qualify a bid will have to consist of no less than 80% of
goods and/or services of Canadian origin.

OWNERSHIP OF INTELLECTUAL PROPERTY: Crown owned

PERIOD OF CONTRACT: It is anticipated that any contract will be
effective April 1, 2010 to March 31, 2012. Contract may result
in follow on related work.

ESTIMATED FUNDING: For planning purposes, Defence Research and
Development Suffield -
Canada has established a budget of $160,000.00, GST extra for
this requirement. This is not,
however, to be construed as an offer on the part of Canada.

with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.
