An ACAN is a public notice indicating to the supplier community
that a department or agency intends to award a contract for
goods, services or construction to a pre-identified supplier,
thereby allowing other suppliers to signal their interest in
bidding, by submitting a statement of capabilities. If no
supplier submits a statement of capabilities that meets the
requirements set out in the ACAN, on or before the closing date
stated in the ACAN, the contracting officer may then proceed
with the award.

DESCRIPTION OF THE REQUIREMENT

The Department of National Defence – Canadian Forces School of
Search and Rescue (CFSSAR) is seeking a qualified service
provider to instruct "Ab-Initio/Basic" and "Advanced"
mountaineering rescue and rigging (not confined space/industrial
rescue) in support of Search and Rescue Technician (SAR Tech)
occupation training.
    
The Contractor must provide two (2) primary instructors who must
meet all requirements of Association of Canadian Mountain Guides
(ACMG)/ International Federation of Mountain Guide Association
(IFMGA) full Mountain Guides and Canadian Avalanche Association
(CAA) Professional Members with extensive Search and
Rescue/mountaineering rescue and rigging experience. Any
supplementary instructors utilized beyond two instructors /
guides must meet requirements as ACMG assistant guide or
ACMG/IFMGA full Mountain Guide; and no less than two (2)
instructors must be qualified in a nationally or internationally
recognized mountaineering and mountain rescue rigging and rescue
highline training.

Location of Work:

January (starting in 2014): 5 days for up to 16 students near
Comox, British Columbia, generally in Strathcona Provincial Park;

2.    May (starting in 2013): 10 training days for up to 16
students in Jasper National Park AB, and the Columbia Ice
Fields, AB;

3.    May/June (starting in 2013): 14 training days for up to 16
students in Jasper National Park, AB, the Columbia Ice Fields
and training areas within the vicinity of Hinton, AB and the
Department of National Defence (CFSSAR), Jarvis Lake detached
training facility in Jarvis Lake, AB, Canada.

CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES -
MINIMUM ESSENTIAL REQUIREMENTS

Any interested supplier must demonstrate by way of a statement
of capabilities that its services meets the following
requirements:

Must have the specialized knowledge, expertise and experience
required – this includes experience in the required geographic
regions identified above - to provide the services. Must provide
two (2) primary instructors who must meet all requirements as
ACMG/IFMGA full Mountain Guides and CAA Professional Members
with extensive Search and Rescue/mountaineering rescue and
rigging experience. A description of how it meets the stated
requirements may be met by providing a Resumé and/or description
of experience.

JUSTIFICATION OF SUGGESTED SUPPLIER

To Canada's knowledge, Rescue Dynamics is the only supplier who
has both the required significant specialized expertise to
provide the training of all of the courses and the knowledge of
the geographic regions dictated by DND with pre-established
sites chosen by the Contractor, and approved by DND, where the
training is required as listed above to perform the work in a
timely and cost effective manner. This extensive specialty and
intimate knowledge of all of the mountaineering rescue and
rigging requirements needed by DND Search and Rescue
Technician's, has been gained by Rescue Dynamics over the last
20 plus years of direct involvement with both the development
and instruction of the above programs.

PERIOD OF THE PROPOSED STANDING OFFER

The period of this standing offer is from: date of contract
award to January 31, 2016 with two additional 1-year option
periods to run from: February 1, 2016 to January 31, 2017 and
February 1 2017 to January 31 2018.


CLOSING DATE OF THE ADVANCE CONTRACT AWARD NOTICE

The closing date of this ACAN is : January 31, 2013.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.
