Nature of Requirements:
Document Cleansing Tool

BACKGROUND:
The Department of National Defence has a requirement for a
Document Cleansing Tool that will:
(a)    Allow the deletion or editing of all metadata and other
hidden data in all Microsoft Office documents,
(b)    Perform a sensitive word search on files of all types,
either individually or by directory, using selectable predefined
lists of search terms and provide a report on its findings,

Document sanitization is required whenever a data transfer
occurs between separate information systems of different
classifications. A dedicated workstation is configured to
provide a safe method of transferring data while meeting or
exceeding national policy guidelines. There are two components,
or targets, of document sanitization:
(a)    Hidden data embedded in documents must be reviewed and then
either stripped or certified releasable. This hidden data can
be left over from previous versions of the document; from the
current version or from a combination of both.
(b)    Antivirus software must be run against the media and data
being transferred to provide risk mitigation against malicious
code.

REQUIREMENT:
The Department of National Defence has a requirement for the
provision of a Proprietary Software Product as follows:

PuriFile ® Single User Solution License (Qty: 95). The
deliverables include:
(a)    The licensed programs on CD/DVD;
(b)    License data for the number of seats requested;
(c)    Complete user documentation, either paper or electronic; and
(d)    Email and telephone support for the life of the license.

SOLE SOURCE JUSTIFICATION:
The reasons for sole source justification for the required
PuriFile ® Single User Solution Licenses are detailed below.
The Department of National Defence requires that the software be
compliant
with the following functionalities:

1.    The software must allow the deletion or editing of all
metadata and other hidden data in all Microsoft Office documents,
2.    The software must perform a sensitive word search on files of
all types, either individually or by directory, using selectable
predefined lists of search terms and provide a report on its
findings,
3.    The software must include a plug-in for Microsoft Office that
allows deletion or editing of all metadata and other hidden data
in all Microsoft Office documents,
4.        The software must include a windows file explorer type
interface to the software tool that will perform the sensitive
word search on all file types.

5.        The software must be compatible with:
(a)    Microsoft Windows XP and Microsoft Windows 7; and
(b)    Versions of Microsoft Office from 97 to 2010.

TRADE AGREEMENTS:
The proposed procurement is subject to the provisions of the
North American Free Trade Agreement (NAFTA), and the Agreement
on Internal Trade (AIT).

EXCEPTIONS TO THE GOVERNMENT CONTRACTS REGULATIONS AND
APPLICABLE TRADE AGREEMENTS:

The following exceptions are being invoked:
Part 1, Section 6 (d) of the Government Contract Regulations;
Articles 506.12.a and 506.12.b of the Agreement on Internal
Trade (AIT);
Articles 1016.2.b and 1016.2.d of the North American Free Trade
Agreement (NAFTA.

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
