TITLE: VTB TRAINING SYSTEM

The Department of National Defence (DND), CFSSAT, 17 Wing
Winnipeg, has a requirement for the supply, delivery and
installation of one (1) VTB (Virtual Terrain Board) Training
System to be delivered and installed at Winnipeg, Manitoba.

The VTB Training system is a state-of-the-art virtual Night
Vision Goggle (NVG) classroom training system designed to teach
the capabilities and limitations of NVG to all operators with
practical hands-on real-world NVG academic training for CF
aircrews. This unique system with software is designed to
maximize student training on the hazards and misperceptions
associated with NVG flight through the use of training manuals,
tailored to military viewpoint requirements including all forms
of terrain and lighting incompatibilities. The VTB is required
for the CFSSAT training school and will be built into the
current Night Vision training facility as part of the Initial
Pilot/Aircrew AMT QS.

The NVTB was developed primarily for military operations with
the assistance of the USAF and USN. It is used by the USAF / USN
and CFB Trenton. In order to maintain our inter-operability
with the USAF / USN and CFB Trenton, the NVG training must
remain standardized within the current evolution of NVG
technology as it directly relates to enhanced tactical NVG
operations. It is imperative that CF personnel maintain the
current NVG threat training.

It is the intent of Public Works and Government Services Canada
to negotiate on behalf of the Department of National Defence for
a contract with Night Readiness, LLC, the sole exclusive
manufacturer of the Virtual Terrain Board -VTB. To maintain
inter-operability with the USAF/USN and CFB Trenton, the VTB
training system must have the following capabilities and meet
the operational requirements indicated below:

1. state of the art visual projection system that can replicate
the real world night vision environment and designed to work
with current Night Vision Goggles;

2. designed to demonstrate a number of visual illusions
associated with Night Vision Flying to prevent accidents;

3. must support fixed and rotary wing platforms;

4. the projection system replicates the training provided on 3d
terrain boards that are large immovable and fragile;

5. the projection system must be high fidelity, using Night
Vision compatible lighting to produce clear, realistic images
that will prepare aircrew for the various illusions they may
encounter. The system requires the ability to reproduce various
night light conditions including shadows and lightning effects;

6. the system requires a free fly capability where the Aircrew
can interact with the flight environment to replicate their
flying missions;

7. the system to include various pre programmed training
scenarios with the option to modify, update or interact with;

8. the system shall include all components required to deliver
the training including projector, screen, instructor console and
interface devices;

9. compatible with 120v AC circuitry;

10. software may be proprietary and should have the capability
of being updated by the manufacturer or the operator with
appropriate direction for a minimum of 5 years;

11. manufacturer to provide 1 year Warranty and telephone
technical support;

12. delivery at CFSSAT, 17 Wing Winnipeg, NLT on or before March
31, 2012;

13. provide instruction and operator/technical maintenance
manuals;

14. equipment to consist of all new components;

15. the training establishment requires access to the OEM for
technical support;

16. installation and initial training at CFSSAT, 17 Wing
Winnipeg, NLT on or before May 31, 2012.

The following limited tendering reasons pertain to this
requirement:

Government Contract Regulations, Part 1, Section 6, (d) only one
supplier (person or firm) is capable of performing the contract.

Government on Internal Trade (AIT), Article 506-12 (a) to ensure
compatibility with existing products, to recognize exclusive
rights, such as exclusive licenses, copyright and patent rights,
or to maintain specialized products that must be maintained by
the manufacturer or its representative;

North American Free Trade Agreement (NAFTA), 1016.2. an entity
may use limited tendering procedures in the following
circumstances and subject to the following conditions, as
applicable : (b) where, for works of art, or for reasons
connected with the protection of patents, copyrights or other
exclusive rights, or proprietary information or where there is
an absence of competition for technical reason, the goods or
services can be supplied only by a particular supplier and no
reasonable alternative or substitute exists

You are hereby notified that the government intends to negotiate
with one firm only as identified above. Should you have any
questions concerning this requirement, contact the contracting
officer identified above.

An Advance Contract Award Notice (ACAN) allows departments and
agencies to post a notice, for no less than fifteen (15)
calendar days, indicating to the supplier community that it
intends to award a good, service or construction contract to a
pre-identified contractor. If no other supplier submits, on or
before the closing date, a Statement of Capabilities that meets
the requirements set out in the ACAN, the contracting authority
may then proceed with the award. However, should a Statement of
Capabilities be found to meet the requirements set out in the
ACAN, then the contracting authority will proceed to a full
tendering process.

Suppliers who consider themselves fully qualified and available
to provide the services/goods described herein, may submit a
statement of capabilities in writing to the contact person
identified in this Notice on or before the closing date of this
Notice. The statement of capabilities must clearly demonstrate
how the supplier meets the advertised requirements.

The PWGSC file number, the contracting officer's name and the
closing date of the ACAN must appear on the outside of the
envelope in block letters or, in the case of a facsimile
transmission, on the covering page.

The Crown retains the right to negotiate with suppliers on any
procurement.

Documents may be submitted in either official language of Canada.
