Notice Description

  Contracts Management Training Services

INVITATION

The purpose of this notice is to invite formal costed proposals from eligible Firms. The Canadian International Development Agency (CIDA) is seeking to retain the services of a maximum of six (6) Firms to deliver a contracting management program. The program includes, but is not limited to, the following courses: Essentials of Contracting, Writing Terms of Reference, Proposal Solicitation and Evaluation, Grants and Contributions Management:

- Up to three (3) Firms will be selected to negotiate a Standing Offer Arrangement for the provision of services under Stream 1: Analysis, development, design conception services. The amount allocated to each Standing Offer Arrangement will not exceed $200,000 excluding GST.

- Up to three (3) Firms will be selected to negotiate a Standing Offer Arrangement for the provision of services under Stream 2: Delivery of services. The amount allocated to each Standing Offer Arrangement will not exceed $300,000 excluding GST.

CIDA reserves the right to refuse any or all proposals received. Each anticipated Standing Offer Arrangement duration is five (5) years with a financial limitation for each stream.

Service streams:
Stream 1: Analysis, development, design conception
Stream 2: Delivery of services

The Firm has the option to bid on either service stream or to bid on both service streams:

Stream 1: Analysis, design, and development or Stream 2: Delivery of services
OR
Stream 1: Analysis, design, and development and Stream 2: Delivery of services

For stream 2, the Firm must submit the names of at least two (2) people in at least two (2) courses to ensure continuous delivery of services for the duration of the Standing Offer Arrangement.

The Continuous Learning Section (CLS) meets the learning and career development needs of executives, managers, supervisors, and employees. To this end, CLS analyzes, designs, develops, and delivers training (classroom and online) adapted to CIDA's specific situation and the needs of functional communities.

The work includes but is not limited to analyzing, designing, developing, updating, adapting, and delivering new or existing courses on contracting management for the Canadian International Development Agency. For the purposes of this RFSO, the contracting management courses offered by CLS to the Canadian International Development Agency focus on the field of contracting management.

WORKING LANGUAGE OF THE PROJECT

Stream 1, Analysis, development, design conception: the Firm must have a team of a minimum of two (2) and a maximum of eight (8) individuals, at least one bilingual individual (English and French) at the required level (advanced or expert) in both of Canada's official languages, to ensure continuous delivery of services for the duration of the Standing Offer Arrangement.

Stream 2, Delivery of services: the Firm must have a team of a minimum of three (3) and a maximum of eight (8) individuals, at least two bilingual individuals (English and French) at the required level (advanced or expert) in both of Canada's official languages, to ensure continuous delivery of services for the duration of the Standing Offer Arrangement.

DESCRIPTION OF SERVICES

Stream 1: Analysis, development, design conception

The Firm will provide analysis, design, and development services for new and existing courses on contracting management at CIDA in the context of the Public Service of Canada. The Firm will work with the proper CLS team to ensure the delivery of analysis, design, and development services.

All course analysis, design, and development services provided subsequent to this RFSO may include (but are not limited to) the following types of services and deliverables:

- Needs analysis
- Design
- Development of material
- Updating of existing courses
- Adaptation of courses

Stream 2: Delivery of services

The Firm will provide delivery services for new and existing courses on contracting management in the Public Service of Canada. Trainers must expect to be required to combine their expertise and knowledge of the subject with their ability to train adults and to facilitate. They will work with the learning adviser or the appropriate CLS team to ensure delivery of quality professional learning experiences for participants. Trainers should also demonstrate their abilities to improve their classroom performance (communication skill and knowledge of the subject).

FIRM'S PROFILE

To meet the requirement of the assignment, CIDA is seeking to retain the services of a Firm with a set of demonstrated and verifiable capabilities. CIDA is seeking a Consultant with experience in adult education:

The Firm must have at least five (5) years of experience in training adults. At least two (2) years must be within the past five (5) years. The Firm will provide a list of two (2) previous clients (name of firm, contact, contact's telephone number, e-mail address, project title and duration, and so on).

The Firm must also make a commitment regarding the availability of qualified resources.

Stream 1, Analysis, development, design conception: the Firm must have a team of a minimum of two (2) and a maximum of eight (8) individuals.

For Stream 1, these individuals must have at least a bachelor's degree in a relevant field (accounting, finance, business administration, commerce, economics) for this RFSO. They must provide a copy of their degree(s) as evidence.

For Stream 1 (analysis, design, development), one year of experience (calendar year from January to December) corresponds to six (6) training projects (activities, courses, and/or program).

Stream 2, Delivery of services: the Firm must have a team of a minimum of three (3) and a maximum of eight (8) individuals.

For Stream 2 (delivery of services), one year of experience (calendar year from January to December) corresponds to at least 25 training days, at least six (6) hours a day.

For Stream 2, these individuals must have at least a bachelor's degree and provide a copy of their degree(s) as evidence.

For Stream 2, the Firm must submit the names of at least two (2) individuals in at least two (2) courses for each course to ensure continuous delivery of services for the duration of the Standing Offer Arrangement. TheFirm does not need to cover all courses. However, its proposal must cover at least two (2) courses.

These individuals should demonstrate that their years of experience are in the field of contracting management in the Public Service of Canada (if possible) and/or demonstrate their experience with international development organizations for Stream 1 or Stream 2 (See Appendix C, Proposal Evaluation Grid).

Proposals should follow the CIDA standard format for presentation described in the Request For Standing Offer Arrangement (RFSO) document to be obtained through the MERX service on the Internet (http://www.merx.com) or by telephone at 1-800-964-6379. Please note, CIDA does not send out RFSOs directly to interested consultants.

In order to be considered, proposals must be completed and received no later than 14:00 hrs, Eastern Standard Time (EST), on closing date, CIDA Bid Receiving Unit, at the Central Mail Room, 1st Floor, 200 Promenade du Portage, Gatineau, Quebec K1A 0G4.
