  Development of a Coastal Beaches Stewardship Manual for New Brunswick

Statement of Qualifications:
Interested suppliers must demonstrate by way of a statement of capabilities that they meet the following requirements:

Experience: Recent experience (within the last 3 years) conducting research and monitoring activities and writing professional communications documents related to species at risk and ecological issues in New Brunswick. The contractor must demonstrate his/her knowledge of local community issues, as well as his/her knowledge of piping plover ecology and have experience in communicating piping plover and coastal messages in New Brunswick.

Knowledge and Understanding: Of the broader species at risk context in New Brunswick, broad environmental issues and understanding of the sensitivities of the local audiences when researching and monitoring and communicating in small, local community settings.


Background
Piping plover is an endangered shorebird that nests on the white sandy beaches of New Brunswick. Piping plover nests have been protected and their success monitored since the late 1980’s. This has largely been done through a combination of volunteer effort, through the Irving Eco Centre Guardian Program (in south western NB), and the efforts various government organizations, including Parks Canada. Despite these efforts, piping plover nesting pairs have continued to decrease, largely due to human development and disturbance.

Given the serious decline in breeding pairs, poor breeding success, and continued degradation and loss of beach habitat, there is a growing need to take proactive measures to insure that the piping plover does not disappear from NB (and Atlantic Canada). This includes research and recovery, and moreover, involving local residents in the recovery of the piping plover through coastal stewardship. To successfully move forward in the next few years, it is imperative that we better understand the dynamics of the population in southern NB and raise the level of awareness in beach goers. This can be achieved through targeted stewardship and educational initiatives, backed by a stewardship manual that outlines best practices.
