The New Westminster Rail Bridge Study area is illustrated in
Figure 1. It will focus on the bridge and its key approaches
(i.e. the yellow box), but will include the Fraser River Trade
Area (which includes and extends beyond the area of the map) as
its area of influence. The study will be undertaken within the
broader context of future rail network planning for the Fraser
River Trade Area, with appropriate consideration given to the
impacts of the supporting rail network and approaches to the New
Westminster Rail Bridge. Any ongoing or planned projects within
the Fraser River Trade Area that will result in significant
impacts to the rail bridge and its key approaches will also be
identified and considered.

3.2    Study Focus and Objectives

The New Westminster Rail Bridge Study will focus on three key
areas:

"    Future Demand and Capacity Review: The New Westminster Rail
Bridge Study will examine the future rail demand of CN, CP,
other railways and Port Metro Vancouver to determine if the
current New Westminster Rail Bridge will be able to handle the
projected volumes. The Study will consider scenarios with and
without the co-production agreement between CN and CP. The
Study will also review the forecasted marine traffic demand
passing through the bridge. The majority of the rail and marine
traffic volumes will likely be generated by port-related
activities.

"    Structural Engineering Review: The New Westminster Rail Bridge
Study will investigate the structural condition of the bridge
and the approaches, including estimates of the remaining service
life based on its structural conditions.

"    Rehabilitation and Replacement Options: Depending on the
outcomes of the rail capacity and structural engineering
reviews, the New Westminster Rail Bridge Study will assess
either rehabilitation or replacement options for the bridge and
approaches.

More specifically, the New Westminster Rail Bridge Study has
three key objectives:

1)    To determine the crossing capacity requirement and remaining
life of the existing bridge and         approaches;

2)    To identify and estimate the cost of future upgrade and
replacement options and conduct a         comprehensive multiple
account evaluation (MAE) of the final options; and

3)    To recommend option(s) for the future of the New Westminster
Rail Bridge.

3.3    Study Tasks

The consultant will prepare the proposal based on the required
tasks identified in the following section. However, the
consultant is encouraged to suggest additional useful or
creative approaches within the maximum level of effort. Seeking
active input of the partners will be a valued part of this
assignment.
