Enhancing Reasoning Capabilities for the Multi-Intelligence
Tools Suite - Maritime (MITS-M)



The objectives of the work for this contract is to enhance the
reasoning capabilities of the Multi-Intelligence Tools Suite -
Maritimes (MITS-M) from three perspectives:

1) the analysis and exploitation of historical data,

2) case-based reasoning (CBR), and,

3) reasoning with ontologies


The organization for which the services are to be rendered is
Defence Research and Development Canada - Valcartier (DRDC -
Valcartier).

The period of the Contract is from date of Contract to June
30th, 2010 inclusive.

Defence Research and Development Canada - Valcartier has
determined that any intellectual property rights arising from
the performance of the Work under the resulting contract will
belong to Canada.

The requirement is subject to the provisions of the Agreement on
Internal Trade (AIT).

The requirement is limited to Canadian goods and/or services.

THE BIDDERS WILL BE EVALUATED ON:

- Mandatory technical criteria

- Point Rated technical criteria:
- technical proposal/strategy, approach,methodogy (20 points);
- technical proposal/ demonstration of expertise (25 points);
- practical experience of personnel directly involved in the
project (29 points);
- scientific expertise of personnel directly involved in the
project (39points);
    - management - project manager (8 points);
    - management - assigment of personnel (20 points);
    - management - task/time allocation (25 points);
    - capabilities and experience of firm (5 points).

- Mandatory financial criteria
The compliant proposal with the highest rated within budget will
be recommanded for a contract award.

The Crown retains the right to negotiate with suppliers on any
procurement.
