The Department of National Defence has a requirement for the
purchase of a quantity of thirty-six (36) Beyond Line of Sight
Communication (BLOS COMM) systems to be used on the Canadian
Forces fleet of CF188 Hornet aircraft operating out of CFB Cold
Lake, Alberta and CFB Bagotville, Quebec. These systems are to
be supportable, interoperable and operationally capable of
providing CF188 Hornet aircraft operating beyond line of sight
from ground-based radio transmitters and radar stations the
capability of sending and receiving voice communications to and
from the Canadian NORAD Region and Canadian Air Defence Sector
Headquarters until the CF188 estimated life expectancy (ELE) of
31 December 2020. The BLOS COMM system is to be mounted on any
CF188 Hornet aircraft wing station capable of holding AIM-9 or
AIM-7 equipment and the installation of these BLOS COMM systems
must not necessitate any modification to the CF188 Hornet
aircraft.

The acquisition of these BLOS COMM systems must include Support
& Test Equipment, Field and Engineering Support Services,
Training and Data Deliverables and a lifetime buy of Repairable
Spares for the thirty-six (36) BLOS COMM systems to fulfill
intended Canadian Forces (CF) operational requirements (3000
hours per year/36 BLOS COMM systems) to 31 December 2020.
Long-term In-Service Support (ISS) (Management and Support of
Contractor Supplied Equipment) until 31 December 2020 is also
included in this BLOS COMM requirement.

There will also be a requirement for two (2) Field Service
Representatives (FSRs), one is to be located at CFB Cold Lake in
Cold Lake, Alberta and the other one is to be located at CFB
Bagotville, in Bagotville, Quebec for a period of twelve (12)
months at each location. Additionally, two (2) separate options
to extend the one (1) year term of the FSR at each location for
an additional period of two (2) six (6) month extensions each
will be required.

The successful Bidder will be required to agree, as part of this
Request for Proposal (RFP) to enter into two (2) separate, but
interrelated Contracts at the same time. One (1) Contract will
cover the acquisition of thirty-six (36) BLOS COMM systems,
spares, training, engineering and field service support. The
other Contract will cover the long-term In-Service Support (ISS)
for the BLOS COMM systems up to and including 31 December 2020.

A minimum of eight (8) BLOS COMM systems out of this quantity of
thirty-six (36) must be delivered and accepted no later than 15
October 2009. A total of twelve (12) BLOS COMM systems
including the eight (8) received by 15 October 2009 must be
delivered and accepted no later than 15 January 2010. The
twenty-four (24) remaining BLOS COMM systems must be delivered
and accepted no later than thirty-six (36) months after Contract
award (MACA). In conjunction with the requirement to deliver
and have accepted eight (8) BLOS COMM systems no later than 15
October 2009, the Contractor must provide either as a loan or as
a production unit, three (3) BLOS COMM systems within six (6)
MACA to support the Certification/Integration process.

It is requested that responses to this Request for Proposal
(RFP) contain a statement from the Bidder identifying which of
Canada's official languages the Bidder wishes to use in all
future exchanges of correspondence with Canada.

Delivery Date: As stated above.

The Crown retains the right to negotiate with suppliers on any
procurement.
