Persistent Surveillance Aerostat System (PSA):
This requirement is for the provision of quantity five (5) Persis
ent Surveillance Aerostat System, an option for three (3) additio
al systems plus two (2) optional periods of up to four (4) years
ach for Long Term Support in support of Canadian forces operation
worldwide.

The Persistent Surveillance Aerostat System is primarily intended
to provide the CF with an ability to protect its personnel agains
Improvised Explosive devices with the provision of persistent wi
e area observation, detection, identification and monitoring at F
rward Operating Bases, Forward Operating Positions or Strong Poin
s across the spectrum of deployed operations.
Security Requirement

1. At the date of bid closing, the following conditions must
e met:

(a) the Bidder must hold a valid organization security clearan
e as indicated in Part 7 - Resulting Contract Clauses;

(b) the Bidder's proposed individuals requiring access to clas
ified or protected information, assets or sensitive work site(s)
ust meet the security requirement as indicated in Part 7 - Result
ng Contract Clauses;

(c) the Bidder must provide the name of all individuals who wi
l require access to classified or protected information, assets o
sensitive work sites.

dard Procurement Documents Web site.

SECURITY REQUIREMENT FOR CANADIAN SUPPLIER:

1.     The Contractor must, at all times during the performance of t
e Contract, hold a valid Facility Security Clearance at the level
of SECRET, with approved Document Safeguarding and Production Cap
bilities at the level of SECRET, issued by the Canadian Industria
Security Directorate (CISD), Public Works and Government Service
Canada (PWGSC).

2.     The Contractor personnel requiring access to CLASSIFIED infor
ation, assets or sensitive work site(s) must EACH hold a valid pe
sonnel security screening at the level of SECRET, granted or appr
ved by the CISD, PWGSC. Until the security screening of the Contr
ctor personnel required by this Contract has been completed satis
actorily by the CISD, PWGSC, the Contractor personnel MAY NOT HAV
ACCESS to CLASSIFIED information or assets, and MAY NOT ENTER si
es where such information or assets are kept, without an escort.

3.    The Contractor personnel requiring access to FOREIGN CLASSIFIE
information or assets must EACH hold a valid personnel security
creening at the level of SECRET or it's equivalent, granted, appr
ved or verified by the Canadian Industrial Security Directorate (
ISD), Public Works and Government Services Canada (PWGSC).

4.     The Contractor MUST NOT utilize its Information Technology sy
tems to electronically process, produce or store any sensitive CL
SSIFIED information until CISD/PWGSC has issued written approval.
After approval has been granted, these tasks may be performed at
the level of SECRET.

5.     Subcontracts which contain security requirements are NOT to b
awarded without the prior written permission of CISD/PWGSC.

6.     The Contractor must comply with the provisions of the:

(a)     Security Requirements Check List and security guide (if appl
cable), attached at Annex I;
(b)     Industrial Security Manual (Edition valid at RFP closing dat
).


SECURITY REQUIREMENT FOR FOREIGN SUPPLIER:
    
1.     All CLASSIFIED information/assets, furnished to the Contracto
or produced by the Contractor, shall be safeguarded as follows:

    (a)     the recipient Contractor shall not disclose the CLASSIFIED
nformation to a third party government, person or firm, or repres
ntative thereof, without the prior written consent of the Governm
nt of Canada. Such consent shall be sought from the recipient's
ational Security Authority/Designated Security Authority (NSA/DSA
. The DSA for industrial matters in Canada is the Director Gener
l of Industrial Security Sector (ISS), Public Works and Governmen
Services Canada (PWGSC).

    (b)     the recipient Contractor shall provide the CLASSIFIED infor
ation a degree of safeguarding no less stringent than that provid
d by the Government of Canada in accordance with national securit
regulations and as prescribed by its NSA/DSA.

    (c)     the recipient Contractor shall not use the CLASSIFIED infor
ation/assets for any purpose other than for the performance of th
Contract without the prior written approval of the Government of
Canada. This approval must be obtained by contacting the Canadia
DSA for industrial matters in Canada; and

    d)     such information/assets shall be released only to personnel,
who have a need-to-know for the performance of the Contract and w
o have a security clearance at a level appropriate to the classif
cation of the information/assets, granted by their respective NSA
DSA.

    e)     CLASSIFIED information/assets provided or generated pursuant
to this Contract shall be transferred only through government-to-
overnment channels (in Canada, this is IISD/PWGSC) or as specifie
in writing by the NSA/DSA of the concerned government.

2.     CLASSIFIED information/assets generated pursuant to this Cont
act, by the Government of Canada, shall be marked by the recipien
Contractor with its government's equivalent security classificat
on.

3.     All CLASSIFIED information/assets generated pursuant to this
ontract shall be assigned a security classification in accordance
with the security classification specifications provided on the S
curity Requirements Check List (SRCL) attached at Annex I.

4.     The Contractor shall immediately report to its respective NSA
DSA all cases in which it is known or there is reason to suspect
hat CLASSIFIED information/assets furnished to or generated for p
rsuant this Contract have been lost or disclosed to unauthorized
ersons.

5.     Upon completion of the Work, the Contractor shall return to t
e Government of Canada, via government-to- government channels, a
l CLASSIFIED information/assets furnished to or produced by the C
ntractor pursuant to this Contract, including all CLASSIFIED info
mation/assets released to or produced by its subcontractors.

6.    The Contractor visiting government or industrial facilities wi
l submit a Request for Visit form through their respective NSA/DS


7.     Classified information/assets provided or generated pursuant
o this Contract shall not be further provided to another potentia
contractor or subcontractor unless:

    (a)     written assurance is obtained from the recipient's NSA/DSA
o the effect that the potential contractor or subcontractor has b
en approved for access to CLASSIFIED information by the NSA/DSA;
nd

    (b)     written consent is obtained from the Contracting Authority
CISD/PWGSC) for the prime contract, if the potential subcontracto
is located in a third country.

8.     All CLASSIFIED information/assets provided or generated under
this Contract will continue to be safeguarded in the event of wit
drawal by the recipient party or upon termination of the Contract
in accordance with national regulations.

9.     The Contractor shall contact their Industrial Security Author
ty in order to comply with the provisions of the Bilateral Indust
ial Security Memorandum of Understanding signed with Canada in re
ation to equivalencies for CLASSIFIED Information and/or assets.

10.     The recipient Contractor shall also insert the above paragra
hs in all subcontracts that involve access to CLASSIFIED informat
on/assets provided or generated under this Contract.
