Title: Synthetic Infrared Scene Generation For Modelling And
Simulation

PURPOSE
The Statement of Work (SOW) describes the services required by
Defence R&D Canada - Valcartier (DRDC Valcartier) to obtain the
following objectives :The objective of this contract is to
;    Plan, implement, validate, and document the infrared scene
generation capability of DRDC's simulations architecture; and
design, develop, test, document, and package signature modelling
tools.

BACKGROUND
The proliferation of EO-guided weapon represents a serious
threat to military transport aircraft operating over various
theatres. In addition, the latest generations of threat are
based on sophisticated tracking mechanisms that could include
advanced counter-countermeasures (CCM) discrimination
mechanisms. In response to these threats, countermeasure (CM)
techniques are under continuous development. The study of these
self-protection techniques is, therefore, an essential topic of
research at Defence R&D Canada - Valcartier (DRDC Valcartier).

SCOPE
Defence R&D Canada - Valcartier (DRDC Valcartier) aims to carry
out the following tasks:
Task 1.1 - Preliminary analysis
Task 1.2 - Improve the IRSG capability
Task 1.3 - Develop signature modelling tools
Task 1.4 - Validation of the developed software
Task 1.5 - Project conclusion
Task 2.1 (Optional task) To support short term operational needs
requiring to perform specific signature related analyses and
measurements, or to implement specific elements into the scene
generator or signature modelling tools.

The funds available for the performance of the work specified in
Tasks 1.1 to 1.5 are limited to: $300 000,00
Under this contract, the Bidder will perform work under the
optional Task 2.1 when called up (task authorization) by the
Crown. Funds are limited to: $150 000,00

Period of contract: From date of award to March 31, 2011.

MANDATORY REQUIREMENTS

At bid closing time, the Bidder must comply with the following
Mandatory Requirements and provide the necessary documentation
to support compliance.
Any bid which fails to meet the following Mandatory Requirements
will be declared non-responsive. Each requirement should be
addressed separately.

Financial Bid
1.    The Bidder must submit its Financial Bid in accordance with
the Pricing Basis specified in Annex "A" of this bid
solicitation.
2.    The Bidder must submit firm hourly rates, all inclusive for
the duration of the contract GST/HST excluded.

EVALUATION CRITERIA - POINT RATED REQUIREMENTS
Each technical and management proposal which meet all the
Mandatory Requirements specified above, will be evaluated and
scored in accordance with the following evaluation criteria, but
not limited to: Technical Proposal, Management proposal and
experience of the Bidder's.

SELECTION METHOD - LOWEST EVALUATED PRICE PER POINT
To be considered responsive, a bid must:

(a)    meet all the Mandatory Requirements of the bid solicitation;
(b)    obtain the required minimum points for the criteria with a
pass mark;
(c)    obtain the required minimum points for each group of
criteria with a pass mark; and
(d)    obtain the required minimum of 65 points for the criteria
which are subject to point rating specified in the bid
solicitation. The rating is performed on a scale of 105 points.

Bids not meeting (a) or (b) or (c) or (d) above will be declared
non-responsive. Neither the responsive bid that scores the
highest number of points nor the one that contains the lowest
price will necessarily be accepted. The responsive bid with the
lowest evaluated price per point will be recommended for award
of a contract. In the event that two or more responsive bids
achieve the identical lowest evaluated price per point, the bid
with the highest score at Company experience will be recommended
for award of a contract.

This requirement is subject to Internal TradeAgreement
This PWGSC office provides procurement services to the public in
both official languages.

NOTE TO BIDDERS: The Treasury Board's 1978 policy on
contracting-out the federal government's science and technology
requirements has been abolished since June 9, 2003. Since then,
non-profit organizations and universities are allowed to compete
with the private sector for the award of science and technology
contracts.
