PURPOSE
The Statement of Work (SOW) describes the services required by
Defence R&D Canada - Valcartier (DRDC Valcartier) concerne the
following work:
The objective of the work for this contract is to develop a
proof-of-concept prototype for a multiple hypothesis situation
analysis support system..

BACKGROUND
DRDC Valcartier has recently undertaken a research and
development (R&D) project entitled "Multiple Hypothesis Link
Analysis for Anomaly Detection in the Maritime Domain"
(MHLA-4-ADMD). The main objective of this project is to study,
develop and implement a situation analysis tool to support
anomaly detection, the identification of vessels of interest
(VOI), and threat analysis in the maritime domain. Among other
things, R&D is being conducted to provide this tool with a
capability for the generation and management of multiple
hypotheses. In this regard, the project seeks to exploit the
main concepts behind Multiple Hypothesis Tracking (MHT), and to
reuse these ideas to deal with uncertainty in the analysis of
the maritime situation. Moreover, the possibility of reusing
existing software components from a prior implementation of MHT
at DRDC Valcartier has been proposed for the project.

FIELD OF THE WORK
The objectives of Defence R&D Canada - Valcartier for the
present project are divided in 6 tasks:
Task 1 - Define MHSA Prototype Requirements
Task 2 - CASE ATTI MHT Reusability Study
Task 3 - MHSA Prototype Development Planning
Task 4 - MHSA Prototype Development
Task 5 - Final Presentation and Report
Task 6 - Project Management.

Period of contract: From date of award to June 30, 2009,
estimated value $260,000.00 (GST extra).

Mandatory Technical Criteria     
The project Manager must have a minimum of 5 years of experience
in project management

Point Rated Technical Criteria
Technical proposal 50 points
Management proposal 20 points
Personnel directly involved in project 20 points
Firm's capability and experience 10 points

Basis of Selection - Highest Rated Within Budget
To be declared responsive, a bid must:
(a)    comply with all the requirements of the bid solicitation;
(b)    meet all mandatory evaluation criteria;
(c)    obtain the required minimum points for each criterion with a
pass mark;
(d)    obtain the required minimum points overall for the technical
evaluation criteria which are subject to point rating.

Bids not meeting (a) or (b) or (c) or (d) will be declared non
responsive. The responsive bid with the highest number of
points will be recommended for award of a contract, provided
that the total evaluated price does not exceed the budget
available for this requirement. In the event that the highest
number of points is obtained by more than one responsive bid,
the responsive bid having the highest score for the «Technical
Proposal / Strategy, Approach, methodology» will be recommended
for award of a contract.

This requirement is subject to Internal Trade Agreement
Intellectual property derived from this contract will vest with
the Crown.
This PWGSC office provides procurement services to the public in
both official languages.

NOTE TO BIDDERS: The Treasury Board's 1978 policy on
contracting-out the federal governments's science and technology
requirements has been abolished since June 9, 2003. Since then,
non-profit organizations anduniversities are allowed to compete
with the private sector for the award of science and technology
contracts.
