In many theatres of combat, the proliferation of electro-optical
guidance weapons (especially portable systems) is a serious
threat to military aircraft. Furthermore, the most recent
threats are based on sophisticated tracking mechanisms that
could integrate advanced counter-countermeasures (CCM)
discrimination mechanisms. To act against these threats, new
countermeasure technologies (in particular those based on
directional lasers) have been developed over the past few years.
Studying these new self-protection measures is therefore an
essential field of research at Defence R&D Canada - Valcartier
(DRDC Valcartier). Because of its versatility and integration
capability, digital simulation was one method selected to
evaluate the overall effectiveness of these countermeasure
technologies and to record the data collected by simulation.

The objectives of the work are:
Plan, implement, test, validate, verify, integrate and document
models of aerial platforms, decoy flares, weapons and sensors to
study aircraft electro-optical (EO) defensive systems;
Design, develop, test, validate, verify and document the
components of a synthetic environment developed by DRDC
Valcartier;
Provide support in executing the software components in a series
of engagement simulations;
Provide support in analysing engagement simulations; and
Support the collection of data from real systems.

Bids will be evaluated on:

Mandatory requirements:

At least one person with a minimum of a bachelor's degree in
physics, engineering physics, electrical engineering or
mechanical engineering from an accredited university and with at
least one year of experience with the Mathworks
MATLAB©/SIMULINK© software is assigned to the project;

At least one person with a minimum of a bachelor's degree in
computer science, computer engineering or software engineering
from an accredited university and with at least one year of
experience with the C++ programming language is assigned to the
project; and

At least one project manager with a minimum of two years of
experience in project management is assigned to the project. The
project manager can also work on the technical tasks in the
contract.

Quoted criteria:

Technical proposal 35 points (min 21 points)
Management proposal 13 points (min 8 points)
Bidder expertise 45 points (min 28 points)

The responsive bid with the lowest evaluated price per point
will be recommended for award of a contract. The evaluated
price per point will be determined by dividing the evaluated
price of the bid by the number of points obtained for the point
rated technical evaluation criteria.

In the event that two or more responsive bids have the same
lowest evaluated price per point, the responsive bid which
obtained the highest number of points overall for the point
rated technical evaluation criteria will be recommended for
award of a contract.


Bidders are advised that effective June 9, 2003 the 1978
Treasury Board Policy '' Science and Technology - Contracting
Out '' has been abolished, resulting in non-profit
organizations and universities now having equitable access to
compete for government science and technology requirements.

This requirement is not subject to the North American Free Trade
Agreement (Annex 1001.1b-2) nor to the Agreement on Government
Procurement of the World Trade Organization (Annex 1). This
requirement is not subject to the Comprehensive Land Claims
Agreement (CLCA) as the services are not performed within any
CLCA geographical area. This requirement is subject to the
Agreement on Internal Trade.

This requirement is subject to the Controlled Goods Program

This requirement contains security requriements. All classified
work must be performed at DRDC Valcartier facilities.

This requirement is subject to Defence Production Act.

The intellectual property rights resulting from this work will
be vested to the Crown. This Public Works and Government
Services Canada office provides procurement services to the
public in both official languages.

Allocated budget: $600,000.00 (+ GST/HST)
Delivery: up to March 31, 2011.
