Nature of Requirements:
DEVELOP ADVANCED NECK SUPPORT SYSTEM

The Human Factors Research and Engineering Section at Defence
Research and Development Canada, Toronto, ON has a requirement
to enhance the prototype neck support devices developed under
earlier phases of the research and development effort. The
period of the Contract is for one year from date of Contract
award, with an option to extend the Contract for one (1)
additional year.

The enhancements are to include:

1.    Firm Requirement Year 2009 to 2010 - Tasks To Be Undertaken    :

(i)    modifications to the active material and electronic control
unit such that time to fully activated and de-activated states
is less than 10 seconds.

(ii)    improvements to the active material flexibility in the
un-activated state such that the neck support device will offer
no impediment to head movement when not activated.

2.    Optional Year 2010 to 2011- Tasks To Be Undertaken:

    (i)    modifications to the electronic control unit and power
supply to                     allow operation in -40 to + 40 0C, and 10 – 90%
humidity                         environments.

    (ii)    modifications to the electronic control unit to reduce
size and mass                 by at least 30%.

The Bidder must submit a price proposal that does not exceed
$150,000.00 for 1st year, and $125,000.00 for the option year,
GST/HST extra, if applicable.

All mandatory and rated criteria are detailed in the RFP.

All intellectual property arising from the resulting contract
from the performance of the Work under the resulting contract
will belong to Canada, on the following grounds: the main
purpose of the contract, or of the deliverables contracted for,
is to generate knowledge and information for public
dissemination.

The Crown retains the right to negotiate with suppliers on any
procurement.
