Notice Description

  Medical Hospital Janitorial Services

1.BACKGROUND

The Correctional Service of Canada houses federally incarcerated offenders. The Pacific Region has approximately 1966 offenders incarcerated in the province of British Columbia, within 10 institutions.

"Every inmate shall be provided, in accordance with current directives, with essential medical and dental care that he/she requires." (Corrections and Conditional Release Act)

This requirement is for the provision of Janitorial Services to inmates incarcerated in a Federal Institution. For security and health care reasons it is impractical that inmates conduct janitorial services for the included areas. Specific training is required to ensure adequate controls and processes are undertaken to sanitize the Regional Medical Hospital, the Pharmacy and the Psychiatric area; and for callback to clean (disinfect, sanitize, decontaminate) following untoward events in the Regional Treatment Centre (RTC) and Pacific Institution in which blood and/or body fluids result in contamination of the area. Professional cleaning services are required to prevent, monitor and control infectious diseases and to reduce the incidence of contamination and cross-contamination from infectious diseases (such as Tuberculosis & MRSA). Legal liabilities could ensue should an untrained or unqualified person engage in such services in the above areas. Therefore, to meet the obligation as stipulated above, Her Majesty enters into a personal service contract for provision of Janitorial Services.

2.Objective

The objective of this Request for Proposal (RFP) is to establish a contract with the bidder who is recognized as having the skill sets necessary to meet the range of requirements outlined in this RFP.

It is CSC's intention to establish one contract that will cover the following services at:

Regional Treatment Centre/Pacific Institution
33344 King Road                    
Abbotsford, BC    

Resources are required for approximately the MAXIMUM amount of hours as stipulated below for each location within the RTC/PI for a one year period (365 days):

Regional Medical Hospital – 2,040 Hours
Regional Pharmacy – 30 Hours
Psychiatric Area – 336 Hours

Call back Services – 96 Hours

3.STATEMENT OF WORK

Refer to Appendix "D" - Statement of Work included in Appendix "A" of this RFP.

4.PERIOD OF WORK

This contract will be for the period commencing from the date of award of the contract (approximately August 1, 2008), up to and including March 31, 2009, with an option to renew the contract for two additional years in one year increments.

Bidders hereby grant to the Correctional Service of Canada an irrevocable option to extend the period of the contract and to require the successful Contractor to continue to provide the services detailed herein, in accordance with the terms and conditions contained or referenced herein, at the rates specified in the proposal, for two (2) additional years in one year increments, commencing the day following the expiry date of the contract. Unless otherwise quoted.

The option to renew will be based upon the fully satisfactory completion of the work during the contract period prior to the option renewal date.

The option may only be exercised by the Contract Authority, and any extension of the contract period will be evidenced through a formal contract amendment.

5.Mandatory Requirements

The bidder must include the completed and signed certifications enclosed as Appendix "B", with their proposal.

Proposed Personnel

The Contractor shall be a certified member of the Community and Hospital Infection Control Association Canada (CHICA) and/or the Canadian Administrative Housekeepers Association (CAHA).

The Contractor, and all persons employed by the Contractor in the performance of work under this contract, shall have certification in the Workplace Hazardous Materials Information System (WHMIS) - Floor/Carpet cleaning, Upholstery cleaning, Containment/Cleanup/Disposal of Biohazards, Infection Control techniques/practices, Disinfecting techniques/practices of medical equipment and Handling/Using Cleaning Chemicals.

All of the proposed personnel must be able to obtain a CSC security clearance to the level of Reliability Status upon contract award.

Proposals should include résumé of proposed resources, which support the skills/expertise being offered.

FAILURE TO MEET ANY OF THE MANDATORY REQUIREMENTS AS STATED ABOVE WILL RESULT IN YOUR BID BEING DECLARED AS NON-COMPLIANT.
