REQUEST FOR PROPOSAL (RFP) – DND-07/1389
MILITARY AVIONICS FLIGHT TESTING COURSE

It is the intention of the Department of National Defence (DND) to award a single contract for services for the preparation and delivery of an initial serial of an established Military Avionics Flight Testing Course with the option of an additional four (4) serials over the contract period ending 31 March 2011.
The course should not exceed ten (10) training days over a maximum period of 14 calendar days.
The maximum number of students per serial is five (5).
The Contractor must provide the aircraft, simulators, aero systems, and other materiel required to perform all aspects of the training.
A minimum of two (2) different types of fixed wing aircraft is required. A description of all modifications to the equipment must be provided.
All work, including training, will occur at the Contractor’s facility.

MANDATORY QUALIFICATIONS (summarized from RFP):

The proposal SHALL demonstrate that the Bidder meets the following Mandatory Criteria:

·    M1.1     Include a signed “Certificate of Acknowledgement and Availability” (copy of form in RFP) for each proposed instructor, and
·    M1.2    Include all course materials representative of the course (i.e. instructors’ notes, student package, materials used for demonstrations), and
·    M1.3    Include a Sample course evaluation form to demonstrate self-evaluation assessment techniques, and
·    M1.4     Include a Sample certificate for successful course completion, and
·    M1.5    Include a copy of the proposed schedule which shall include all classroom instruction and flying program plans, and
·    M2.1    The Bidder shall demonstrate capability of providing backup instructors on short notice, and
·    M2.2    The Bidder has provided an similar training project within the past three years, and
·    M2.3    The Bidder has had recent experience in delivering five or more avionics flight testing courses, and    
·    M2.4    The Bidder has provided qualified, competent instructor(s) consistently (on at least three (3) occasions in the past three (3) years), and
·    M2.5    The Bidder has the ability to identify the need for and to update/amend course material in accordance with areas identified in student evaluations and direction from the respective technical authority, and
·    M3.1    The Bidder has proposed individuals that each have a minimum of three years academic, testing or technical experience in experimental or developmental flight test, airborne systems testing, and/or aircraft certification testing, and
·    M3.2    The Bidder has proposed individuals that have an undergraduate degree in Mathematics, Engineering, or Applied Science; and graduated from a certified test pilot school or is an experienced practitioner in the design, planning and execution of experimental and/or development avionics flight testing programs; and, has at least 2000 flying hours or at least 10 years experience in the field of experimental and/or development flight testing, and
·    M4.1    The Bidder has the availability of a minimum two (2) different types of fixed wing aircraft for conducting flight testing exercises for each student up to the potential maximum number of students per individual course serial, and
·    M4.2    The Bidders has sufficient facilities, equipment and capacity to be employed in the training. Non-standard modifications to the aircraft are to be described and a copy of the Federal Aviation Administration (FAA) exclusion certificate, or equivalent, must be provided.

Additional Rated Criteria appear in the Request for Proposal
Some of the rated criteria include the following (i.e. this is a partial list):

·    Experience of the Bidder/Firm such as:
·    Overall experience in military avionics flight test training and development, and
·    Experience in delivery of military avionics flight test programs in past three years, and
·    Support for Training & Students.

·    Experience of the Proposed Personnel/Instructors such as:
·    Training Experience,
·    Practical Experience, and
·    Academic Qualifications.

·    Course Content and Training Methodology such as:
·    Course design, and
·    Skills Building Exercises.



DND reserves the right not to award a contract, regardless of the responses received.

The contract, if awarded, will be awarded to the Bidder who meets the mandatory criteria and provides the lowest cost-per-point proposal.

Where this notice and the RFP differ, the RFP shall prevail.
