  On-boarding (Interim) Process Resources for ICM System and LaMPSS

Internal Services (“the Department”) on behalf of their clients, Department of Community Services (DCS) and Department of Labour and Advance Education (LAE), is seeking service providers with the ability to provide resources for Integrated Case Management (ICM) system and Labour Market Program Support System (LaMPSS) through this RSO process. The qualified proponents will each provide a specific set of skilled resources needed from time to time for either system. Qualified proponents are required to have experience in ICM system and/or LaMPSS system. Experience with government service sectors in general will be an asset.

The Business Solutions Group of ICTS is responsible for the maintenance and evolution of the
Department of Labour and Advanced Education (LAE) LaMPSS system as well as the
Department of Community Services (DCS) ICM system.

The primary responsibility of the Department of Community Services (DCS) is to ensure the basic needs of individuals and families are met by providing services and supports to persons in need and by protecting children and adults at risk. These services form a secure and predictable social safety net for Nova Scotians and help contribute to better futures for children and families, persons with disabilities, seniors, and communities.

The primary business objective of DCS is to develop a modern legislative, policy and service
delivery system to enable it to be more responsive to the changing needs of the people it serves within its financial resources. Changes in society, in family structures, in the complexity of the needs of Nova Scotians, in the economy and the labour market are occurring at an ever increasing pace, making it imperative that social programs and services be sufficiently flexible to effectively respond to the needs of Nova Scotia’s most vulnerable citizens, and to improve their circumstances and outcomes.

The Nova Scotia Department of Labour and Advanced Education (LAE) works to contribute to a competitive workforce by making strategic investments in people, programs, services and partnerships. Our mandate is to provide a fair, equitable, safe, productive and inclusive environment in which to learn, work and live. Many of the department's resources support inspections and monitoring activities. The items LAE is responsible for include workplace safety, fire safety, pensions, apprenticeship, adult education, and many other facets of everyday life.

LAE includes the branches of Corporate Policy and Services, Safety, Labour Services, Higher Education, Skills and Learning and also has the has responsibility for several agencies, boards, and commissions such as the Labour Relations Board, the Labour Standards Tribunal, the Apprenticeship board and the Workers' Compensation Board.

In order to fulfill these mandates, both Departments have recognized the need to enhance and transform their core programs and service delivery model. In support of both Departments’ business transformation and improvement, technology enhancements are required to the ICM system and LaMPSS system which enables the delivery and administration of the key program areas for both Departments.
