An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
1. Definition of the requirement:
The Correctional Service Canada (CSC) has a requirement to deliver services that support the reintegration needs of Indigenous offenders released to urban centres. The work will involve the following:
1.1 Objectives:
To improve CSC’s ability to reintegrate Indigenous offenders and increase CSC’s capacity to achieve
gang disaffiliation in the Indigenous offender population.
1.2 Tasks:
a) The contractor must use developed and proven techniques aimed at preventing gang affiliation and promote gang disaffiliation.
b) The contractor must provide gang disaffiliation or gang prevention support to Indigenous offenders as needed at any period during offenders’ sentence.
c) The contractor must support offenders from pre-release to warrant expiry date (WED).
d) As determined by the contractor and the project authority, the contractor must work with the caseload, including determining who meets the criteria for their program, providing one on one and group teachings, guiding and providing support according to their program.
e) The contractor must deliver interventions to prevent gang affiliation and promote gang disaffiliation for Indigenous offenders at CSC Institutions and Healing Lodges.
f) The contractor must support offenders by connecting offenders with mentors who possess lived experience as an Indigenous person involved in gangs, which are an outcome of colonial impacts.
g) The contractor must facilitate traditional Sharing Circles for offenders.
h) The contractor must provide community outreach support and conduct site visits to meet with offenders at recurring intervals as determined by the Project Authority at Willow Cree Healing Lodge, Prince Albert Grand Council Healing Lodge, Okimaw Ohci Healing Lodge, and the Saskatchewan Penitentiary.
i) The contractor must provide regularly scheduled, in person or virtual visits to offenders who have identified themselves as wanting to participate in the gang disaffiliation program, at a frequency determined by the contractor and the project authority.
j) The contractor must escort offenders who have been approved for escorted temporary absences (ETA) to attend ceremonies and to participate in community presentations.
k) The contractor must build a regular presence within facilities of work and promote their role and supports they can provide, by various means that include, but are not limited to posters, promotional materials, and word of mouth.
l) The contractor must provide subject matter expertise to CSC staff and contractors on gang prevention and exit strategies.
m) The contractor must provide information and orientation, or provide counselling, or both to CSC staff and contract staff (including, but not limited to, Elders and Elder helpers) who may have contact with offenders involved in the program on gang prevention and exit strategies.
n) The contractor must develop and update case plans with offenders and Case Management teams. Case plans should address criminogenic factors while in custody, mitigate risk factors prior to release, identify community supports with the offender, focus on community supports while the offender is in the community.
o) The contractor must provide information that assists CSC personnel (including, but is not limited to Community Parole Officers, Indigenous Community Development Officers, Indigenous Liaison Officers) to develop a release plan, including identifying resources and community contacts that CSC personnel may be use when preparing release plans for offenders.
p) The contractor must perform communication and coordination tasks, as requested by the Project Authority, to support the development and implementation of a release plan.
q) The contractor must assist in developing suspension and revocation mitigation plans for Indigenous offenders in collaboration with Parole Officers and reintegration support service providers.
r) The contractor must advocate for offenders in applying for parole and participating in Elder and Community Assisted Parole Hearings.
s) The contractor must provide continued support to offenders on release in the community, including but not limited to following their case plans, connecting offenders to identified community supports as necessary (including, but not limited to employment, housing, food, social services, educational, health and other resources), providing transport to relevant appointments as necessary (including, but not limited to probation meetings, court dates and employment programs).
t) The contractor must reconnect offenders to their identified Indigenous community, and if the offender is released back to their Indigenous community, connect with the community to secure necessary support as requested by the offender (including, but not limited to, housing, programs, Elder support) for a successful release.
u) The contractor must provide continuity of services to offenders until WED upon release as determined by their release destination. The contractor and the Project Authority will identify the services to be determined based on their proximity to the contractor’s location.
v) The contractor must engage directly with First Nations, Métis and Inuit service providers who have a solid understanding of existing resources and supports in the urban centres surrounding CSC Institutions or Healing Lodges, for the purpose of identifying supports for use in offender case or release plans.
w) The contractor will offer support to community organizations, as outlined in the release plans for gang disaffiliation and prevention of gang affiliation in order to increase total community support available for offenders.
x) The contractor must identify local community organizations to build partnerships with and network with support staff to assist with the project in locations where the contractor does not have an office as determined necessary by the contractor and project authority.
1.3 Expected results:
1. Lower gang affiliation in the Prairie Region.
2. Support former gang-affiliated offenders to successfully reintegrate back into the community.
3. Provide information and orientation on gang disaffiliation and support to CSC employees and contract staff who work with the offenders involved.
4. Provide culturally appropriate gang disaffiliation support to Indigenous offenders.
1.4 Deliverables:
1.4.1 The Contractor must collect information and prepare monthly reports in Microsoft Word or Excel that includes:
- Services and support provided to Indigenous offenders in institutions, healing lodges and on release in the community
- Services and support provided to CSC staff and contractors
- Activities completed as per the contract with community organizations
1.4.2 Paper consumption:
a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.
b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably
managed forest.
c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).
1.6 Constraints:
1.6.1 Location of work:
a. The contractor must perform the work within the Prairie Region specifically at the following institutions; Saskatchewan Penitentiary, Willow
Cree Healing Lodge, Okimaw Ohci Healing Lodge, Prince Albert Grand Council Healing Lodge, and Edmonton Institution for Women.
b. Travel
As part of the scope of work of this contract the Project Authority will identify what travel is required as per the locations above. Any travel
must be pre-authorized by the Project Authority, comply with the National Joint Council Travel Directive and will be reimbursed at
cost without any allowance for overhead and profit.
1.6.2 Language of Work:
The contractor must perform all work in English.
1.6.3 Security Requirements:
This contract includes the following security requirements:
1. The Contractor must, at all times during the performance of the Contract, hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Works and Government Services Canada (PWGSC).
2. The Contractor personnel requiring access to PROTECTED information, assets or sensitive site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by the CSP, PWGSC.
3. The Contractor MUST NOT remove any PROTECTED information or assets from the identified site(s), and the Contractor must ensure that its personnel are made aware of and comply with this restriction.
4. Subcontracts which contain security requirements are NOT to be awarded without the prior written permission of the CSP, PWGSC.
5. The Contractor must comply with the provisions of the:
a) Security Requirements Check List and security guide (if applicable), attached at Annex C;
b) Contract Security Manual (Latest Edition).
2. Criteria for assessment of the statement of capabilities (minimum essential requirements):
Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:
The supplier must have 20 years experience, in the last 20 years prior to the ACAN closing date in delivering a gang exit model that assists gang-affiliated individuals to exit gang-life and become successful in their communities by connecting them to supports that meet their needs and engaging them in education and employment opportunities. The model must be developed for Indigenous peoples of all genders.
The supplier must have a minimum of 5 years experience, in the last 5 years prior to the ACAN closing date, working with the Justice system, providing court representation and support; building and supporting release plans and case plans.
The supplier must have 5 years experience, in the last 5 years prior to the ACAN closing date in providing traditional sharing circles and one to one support within correctional and community facilities.
The supplier must have a community Outreach Support System that has been operational within the community in the last 5 years prior to the ACAN closing date.
3. Applicability of the trade agreement(s) to the procurement
This procurement is not subject to any trade agreement.
4. Set-aside under the Procurement Strategy for Indigenous Business
This procurement is set-aside for an Indigenous Supplier in accordance with the government Procurement Strategy for Indigenous Business (PSIB). Therefore, only suppliers who meet the definition of an Indigenous business, as defined in the PSIB, may submit a statement of capabilities.
5. Comprehensive Land Claims Agreement(s)
This procurement is not subject to a Comprehensive Land Claims Agreement.
6. Justification for the Pre-Identified Supplier
There is a limited number of suppliers available to provide gang disaffiliation programming and services to meet the reintegration needs of CSC Indigenous offenders in Saskatchewan.
The Pre-identified supplier provides gang disaffiliation services in Saskatchewan for Indigenous offenders. These services are not offered by CSC and are required to address urgent needs for gang disaffiliation. The pre-identified supplier is the only supplier in Saskatchewan that provides these services.
The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.
7. Government Contracts Regulations Exception(s)
The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:
(d) only one person is capable of performing the contract.
8. Exclusions and/or Limited Tendering Reasons
This procurement is not subject to any trade agreement.
9. Ownership of Intellectual Property
There are no intellectual-property terms in the contract.
10. Period of the proposed contract or delivery date
The proposed contract is for a period of 3 years 2 months, from October 1, 2024 to November 30, 2027.
11. Cost estimate of the proposed contract
The estimated value of the contract is $1,094,254.46 (GST/HST extra).

The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
14. Closing date and time for a submission of a statement of capabilities
The closing date and time for accepting statements of capabilities is June 3, 2024 at 2:00 PM CST.
