How do I begin posting tenders on MERX?

Email or fax MERX your request. Once your company has been validated and registered as a buyer, you will be able to post your business opportunities on MERX using a simple 4-step tool online. Opportunities will be processed by MERX within hours and made available to suppliers.

E-BID SUBMISSION

What is electronic bid submission?

Electronic bid submission (or E-bid Submission) is the electronic transfer of proposal bid data between a potential supplier and contracting authority. The MERX electronic bid submission feature allows suppliers to submit bids/proposals online via MERX. You will be able to download all electronic bids that were submitted for a particular opportunity. E-bid submission is typically used for the submission of bids, completed qualification forms or supporting documentation. The MERX E-bid submission feature includes safeguards to ensure the security and authenticity of the material being transferred.


Who can use electronic bid submission?

If you have a MERX Enterprise Package then you can use the electronic bid submission feature. For more information on the Enterprise Package please see the features section.

Any supplier who is registered to MERX can use E-bid submission for opportunities you have posted that specify E-bid submission as an optional or required method of bid submission. The suppliers must however have someone from their organization designated as an Electronic Bid Submission Authorized Signer. An Electronic Bid Submission Authorized Signer is someone within the supplier's organization who has been selected to legally bind that organization to the terms of the electronic bids submitted by their organization. The authorized signer will have a special PIN issued by MERX which they will use to authorize electronic bid submissions for their organization.


How do I use electronic bid submission?

The process for using electronic bid submission is straightforward:

  • The tender is prepared and posted by the authorized buyer within your organization who will be given secure access for document retrieval once the opportunity has closed.
  • The deadline and procedures for E-bid Submission must be clearly identified.
  • Prospective bidders will register, are authenticated and are then given a secure access key.
  • Documents are obtained as the bidder downloads all tender documents and/or forms.
  • Bidders may undergo prequalification process.
  • Proposals, response documents and/or forms are submitted through E-bid Submission by the bidders.
  • System logs the receipt and sends the bidder confirmation. Updates to documents are supported if they are done prior to the closing date and time.
  • Submitted documents are stored in a secure fashion with a high level of security.
  • Bids are open by the authorized buyer in your organization only after the closing date and time have passed.

What is the accuracy of the clock used by MERX?

The MERX servers are synchronized to official Canadian time sources at Environment Canada and the National Research Council using the NTP protocol.

How do I update my contact or organization profile?

It is important that both your contact and organization profiles be up to date so that documents you order are delivered to the proper location. Updating your profiles is simple. Login to MERX and click on the 'Customer Profile' link to open the 'View Organization Information' page. From this page select the 'View Own Contact Information' page depending on your role (buyer or buyer coordinator). Click the 'Update' button located at the bottom of the profile pages and then update the profile as required. Click the 'Submit' button to complete the update process.

How do I access online help?

For more information on how to use MERX, access our online help pages by clicking on ‘Help’ in the top right-hand corner of most pages once logged in.


How do I switch language preference during my session?

Switching from one official language to the other is possible during a session simply by pressing the Français link while on an English page and the English link while on a French page. These links will enable you to switch from one language to another while remaining logged in and on the same page.


How do I change my password online?

Log in to MERX and click on 'Customer Profile', click on 'Profile Maintenance' and then 'View Own Profile'. Once there select the link titled 'Change Password'.


What do I do if I have received a warning that my account has been locked out?

A MERX password security feature limits the number of failed login attempts. After 10 consecutive failed attempts your account will be locked out. You will have to contact MERX Client Services (buyers@merx.com) to unlock your account. Please also note that only one person can be logged into a given account at one time. Any other attempts will be locked out.


Is there someone I can call for technical support?

MERX Client Services will answer any technical questions you may have. Some questions may require escalation thus slightly delaying a response. You can reach Client Services at 1-888-738-3005 or at buyers@merx.com


What Internet browsers are compatible with MERX?

MERX supports all new browsers. When a new browser version is released, we make every effort to ensure that MERX is upgraded so that it is compatible.


What does encryption do?

Encryption is a sophisticated scrambling technique used to guard private information while it is transmitted through the Internet. To recognize that your transmission is encrypted, some browsers will display a small icon on your screen that looks like a lock or a key. MERX uses 128-bit encryption, which is currently the highest form of encryption commercially available.
