Notice Description

  Regulatory Accountability Database

1.1    Purpose
The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Proponents to:
1. Provide a single, secure Regulatory Accountability Database (RAD) solution.
2. Provide ongoing Application Management Services (AMS) for the RAD.

The purpose of the RAD is to support the implementation of the Regulatory Accountability Act and Part 6.1 of the Statutes and Regulations Act, and action on the priorities of Manitoba’s Regulatory Accountability Initiative. It will enable the Regulatory Accountability Committee (RAC), the Regulatory Accountability Secretariat (RAS) and Government Departments and Agencies (including Crown Corporations), to achieve the Government’s goal of streamlining, reducing and eliminating unnecessary regulatory requirements thereby reducing administrative burden on stakeholders and making Manitoba the most improved province for regulatory accountability.

Please note, Manitoba seeks a solution that can meet all the Business Requirements provided. However, the Requirements marked “Required (R)” in the RFP should be implemented in the first phase of the solution, and should be implemented no later than June 30, 2018. Proponents that cannot deliver requirements designated as “Required (R)” must propose an alternate delivery schedule in their response. The Requirements marked “Desired (D)” may be implemented in a future phase(s) that need not necessarily be implemented by June 30, 2018.
