This requirement is for: The Correctional Service of Canada, Saskatchewan Penitentiary in Prince Albert Saskatchewan.

Nature of Requirements:

The following is a summary of the statement of work for this requirement.

The Correctional Service Canada has a requirement for Nurse Practitioner services at the Saskatchewan Penitenitiary.

Objectives: Provide and coordinate essential health services to inmates at Saskatchewan Penitentiary as a Nurse Practitioner.


The Contractor must provide essential Nurse Practitioner physical and mental health services to inmates within their scope of practice, as requested by the Chief Health Services, in accordance with the National Essential Health Services Framework, including any amendment to this Framework issued by CSC during the contract period and any optional period if and when exercised by CSC.

These services include, but are not limited to the following:

Performing comprehensive physical and mental health assessments and synthesizing data from multiple sources to make a diagnosis of disease and disorder.
The Contractor must practice autonomously, offering the full scope of primary/adult health care, (including mental health services). The Contractor’s nurse practitioner practice must be in accordance with provincial regulations for practice (Prescribing and Distributing Guidelines for Nurse Practitioners and Nurse Practitioner Competencies).
Consulting with physicians or other health care professionals when the inmate’s condition requires care beyond the scope of Nurse Practitioner practice.
Prescribing medications in accordance with CSC’s National Drug Formulary, ordering x-rays, ultrasounds and lab tests in accordance with the Nurse practitioner regulations of the province of practice.
Performing complete wellness and periodic physical/mental health examinations including any education/supportive counseling/prescriptive and follow up requirements.
Collaborating on the management of offenders with chronic illnesses including mental illnesses.
Referring offenders to other providers or programs in accordance with the CSC’s National Essential Health Services Framework.
Implementing strategies to promote health and prevent illness.
Functioning as a member of an inter-disciplinary team in the provision of comprehensive primary/adult physical/mental health care services.
The Contractor, in his/her role as the primary/adult physical/mental health care nurse practitioner must manage all aspects of healthcare services for those inmates under his/her direct care.

The Contractor must visit inmates in segregation areas upon request of the Chief Health Services.

The Contractor must document health assessment, treatment, and consultations in the inmate’s health care record.

The Contractor must consult with the Chief Health Services regarding requirements for medical supplies and equipment. Any requests for equipment and supplies must be submitted to, and approved by, the Chief Health Services.

On Call Services:

The Contractor must be available for work related calls as specified below.

The Contractor must provide on-call services to the following institution(s) during hours of operation, Monday to Friday, excluding statutory holidays:

Saskatchewan Penitentiary

Up to 12 hours/per day between 0700hrs to 1900hrs. On call hours will be discussed and agreed upon between the project authority and the contractor.

Call-Back Services:

The contractor may be recalled (called-back) to the institution to provide nurse practitioner services outside institutional clinic hours. The Contractor must provide call-back services at the request of the Chief, Health Services or his/her designate.

Hours of work:

The Contractor must provide nurse practitioner care during clinics held at the Saskatchewan Penitentiary, up to a maximum of 12 hours per week.

Period of the Contract: The Work is to be performed during the period of June 1, 2018 to May 31, 2021.
