Detailed Description

The Ministry of Children and Youth Services (MCYS) and First Nations, Métis, Inuit and urban Indigenous partners are seeking to procure an evaluation consultant to conduct a provincial evaluation of the Family Well-Being program in the 2017-18 and 2018-19 fiscal years.

NOTE: This RFB is an ABORIGINAL-SET ASIDE PROCUREMENT and is for Eligible Aboriginal Vendors ONLY, in accordance with the Government of Ontario’s Aboriginal Procurement Program and subject to the eligibility requirements detailed in the RFB.

Scope of Work

The evaluation consultant will conduct a provincial evaluation of the Family Well-Being program, in partnership with MCYS and Indigenous partners based on the following objectives:

- Evaluate the progress of the provincial Family Well-Being program in addressing the program’s long term objectives, including reducing violence against women and girls and family violence, reducing the need to bring Indigenous children and youth into care, and improving the overall well-being of Indigenous communities;

- Support the alignment of culturally-appropriate indicators and performance measures for the program with the indicators and measures of Walking Together and the Ontario Indigenous Children and Youth Strategy;

- Collect quantitative and qualitative data, such as narratives, in order to formulate evidence-based recommendations for future program planning, co-implementation and capacity-building within the program;

- Evaluate the program’s overall approach to the process of co-development and engagement with Indigenous partners; and,

- Support knowledge translation and a shared understanding between Indigenous partners and MCYS, through co-development of a culturally-grounded knowledge mobilization product.

The evaluation consultant will have experience working in a culturally safe manner with Indigenous communities and organizations, and in applying Indigenous research methodologies, as well as being able to apply a gender and trauma-informed lens to their work. The consultant will be expected to travel throughout Ontario during the course of the evaluation in support of partner engagement and data collection. The provincial evaluation will occur over the course of twelve (12) months beginning in February 2018.
