Public Services and Procurement Canada, on behalf of Agriculture & Agri-food Canada, located at 35 Lily Pond Drive, Charlottetown, PEI has a requirement to procure (1) 4-wheel drive utility tractor as per specifications and components described in the document named Request for Proposal.

Delivery Date: See Annex A.

A bidders' conference will be held at 35 Lily Pond Drive on January 3, 2018. The conference will begin at 10:00am AST at Building #33. The scope of the requirement outlined in the bid solicitation will be reviewed during the conference and questions will be answered. It is recommended that bidders who intend to submit a bid attend or send a representative.

Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than December 22, 2017.

Inquiries are to be made in writing and should be received no less than five (5) calendar days prior to the closing date to allow sufficient time to respond.

Firms intending to submit tenders on this project should obtain tender documents through the Government Electronic Tendering Service. Addenda, when issued, will be available from GETS.

Firms that elect to base their bids on tender documents obtained from other sources do so at their own risk and will be solely responsible to inform the tender calling authority of their intention to bid.

After issuance of a contract, offerors may request a debriefing on the results of the request for proposal. Offerors should make the request to the Contract Authority within 15 working days of receipt of notification that their offer was unsuccessful. The debriefing may be provided in writing, by telephone or in person.

Standard terms and conditions for this procurement are incorporated by reference, and form part of the tender and contract documents. The standard documents are issued by Public Works and Government Services and may be viewed at buyandsell.gc.ca.

New measures related to integrity provisions included in the solicitation document requires attention.
