Notice Description

  Victoria Supervised Consumption Persons with Lived Experience

Island Health is seeking proposals from qualified agencies that can provide the integrated PWLE services at the Supervised Consumption Service at 941 Pandora Avenue as follows:

i.    The PWLE services are anticipated to be required for twelve (12) consecutive hours per day, including evenings and weekends, every day of the year, by a PWLE worker(s) who will work collaboratively with the interdisciplinary team;

ii.    Proponents will be expected to have the organizational capacity to expand the PWLE services should the service hours of the Supervised Consumption Services be extended, or the scope of PWLE services increased in the future; and

iii.    Proponents will be also expected to actively participate with Island Health and other community stakeholders to build and maintain positive relationships in the community.

Island Health will work collaboratively with the successful proponent to identify best practices and approaches to service delivery and ancillary services. Island Health will have responsibility to lead the oversight, accountability, and evaluation of the services, however, the Supervised Consumption Service will also have an advisory committee, comprised of relevant stakeholders, which will meet regularly to address high level issues and make recommendations.

The service contract with the successful proponent will be for a minimum of one (1) year, commencing within approximately ninety (90) days after the award. The award to the successful proponent is expected to be made within approximately thirty (30) days after the closing time of this RFP.
