Notice Description

  Representative for Children and Youth - Notice of Intent to Direct Award

Notice is hereby given by the Office of the Representative for Children & Youth (the Office) of its intent to enter into a contract with Alan Markwart and Associates for expert consulting services.

The contract value for a term of one year, commencing January 15, 2018, will not exceed $90,000. The Office may at its sole discretion exercise its option to renew the contract for up to an additional two (2) one (1) year terms, subject to the agreement of both parties.

The Office has chosen not to tender the contract for the following reasons:

-    The contractor has the capacity, knowledge and experience necessary to deliver the described services.
-    The contractor is uniquely qualified for the following reasons:
o    Extensive operational management, program and policy development, research and practice experience and expertise across multiple child and family service systems, including child welfare, child and youth mental health, youth justice and special needs.
o    Extensive executive leadership experience and expertise in child, youth and family social service delivery, including strategic and operational planning, financial management, human resources management, and quality assurance.
o    Extensive experience and expertise in collaborative engagement across sectors and levels of government, including across provincial government ministries, federal/provincial /territorial relations and with non-governmental organizations, including Aboriginal organizations and communities.
o    National and international reputation in areas of specialty.
-    The contractor has the ability to deliver these services in a timely, economical and effective manner.
-    The contractor has extensive experience in working with key and prospective stakeholders.

The Office believes no other contractor is qualified or able to provide these services as effectively and in the timelines identified due to the depth of knowledge and experience required.

Vendors wishing to object to this decision should contact Dianne Buljat, Office of the Representative for Children & Youth by email at dianne.buljat@rcybc.ca on or before January 12, 2018, 2:00 pm pacific standard time. Objections must include specific reasons for the objection and demonstrate the vendor's proven record in supplying comparable services.

All amendments to the associated notice, including amended documents, plans and specifications (where applicable), are issued on BC Bid. MERX asks that you refer to the BC Bid notice for these amendments. MERX stipulates that potential bidders may also be required to register with the buying authority as a bidder/plan taker.
