Notice Description

  INDUSTRIAL ENERGY SAVINGS PROGRAM IMPLEMENTATION

EEA is seeking the services of an experienced third-party implementation contractor to administer, manage, and deliver a cost-effective Industrial Energy Savings Program. The initial target is industrial facilities in the province of Alberta which are not Large Final Emitters. The Program may expand to serve large commercial as well as LFE sites.

Services are expected to follow a full turnkey approach. The intent of implementing the Program is to reduce GHG emissions by promoting and supporting energy efficiency, contributing to Alberta’s climate-change mitigation efforts.

This RFP is open to Contractors who will deliver measurable GHG emissions reductions through electricity, natural gas, and other fossil fuel energy savings. EEA may select one or multiple companies, at its sole discretion, to provide the implementation services, outlined in Section 3 of the RFP. Proponents can bid to deliver one or both of the Program components. EEA reserves the right to use all or portions of the suite of services proposed by any one Proponent. EEA also reserves the right to contract for similar services through alternate service providers, if necessary or appropriate.

The successful Proponent(s) will have previous experience with program implementation pertaining to energy efficiency in the industrial sector. EEA is looking for qualified Proponents with big ideas and attention to small details who demonstrate an understanding of the Alberta industrial sector. The selected Contractor(s) must have or develop a base in Alberta and be a registered Corporation in Alberta (or extra-provincially in Alberta).

While EEA may provide broad guidelines on Program types and pricing approaches, it seeks creative solutions from Proponents. Proponents should clearly indicate all details about proposed solutions and highlight the added benefits that Alberta will receive as a result of an alternative approach.

EEA has made every effort to provide accurate details of the Program implementation requirements and the Contractor selection process. However, the Contractor may have to make certain assumptions to build the solution and pricing proposals in response to this RFP. Contractors should ensure that all such assumptions are listed in the response to the RFP. It is anticipated that the term of the Agreement will be from April 1, 2018, through March 31, 2021.
