Notice Description

  Facility Operating Agreement - Medicine Lake Provincial Recreation Area

We invite Albertans to make a connection with the natural environment through our provincial parks. This leads to a stronger constituency of support for parks and the programs and services we provide to support the Plan for Parks Vision – Alberta’s parks inspire people to discover, value, protect and enjoy, and enjoy the natural world and the benefits it provides for current and future generations.

The parks system is structured to reflect Alberta’s environmental diversity – from boreal forest to grassland – to ensure park visitors for generations to come, will be able to see and learn about Alberta in its natural state.

The Alberta Parks system offers campgrounds and facilities throughout the province. To see what we are all about, please visit http://albertaparks.ca/. Operations of the sites and services are provided either by the government or private operators on agreement with the government. Provincial campgrounds have been operated and maintained by contracted operators to some degree since the mid 1980's. The premise of a Facility Operating Agreement (the “Agreement”) is to operate and maintain specific facility areas of a park on behalf of Alberta Parks (e.g. campground, day use area, boat launch). Under a Facility Operating Agreement, the Operator is responsible for most, if not all, of the day to day tasks associated with running a site.

•This includes:
o Collecting fees;
o Completing administration processes;
o Performing all maintenance duties to government standards;
o Fulfilling basic levels of security duties for the public, and
o Providing services as required to ensure a safe and clean environment for "happy campers."

The Operator retains camping fees, net of any government imposed levies and surcharges, and any other monies collected on site. The monies retained by the Operator are expected to cover all its expenses and generate a profit.

Proponents are invited to submit a Proposal for the provision to operate and maintain the Premises in accordance with the specifications and terms and conditions set out in this RFP.

Proponents are advised to pay careful attention to the wording used throughout this RFP. Failure to satisfy any term, condition or mandatory requirement of the RFP may result in rejection of the Proposal.

Proponents are expected to review the information contained in Appendix A. This Appendix is provided for information only.
