Notice Description

  17-1729 Talent Management System

The City of Calgary (The City) is seeking proposals for a Talent Management System (TMS) and all related software and professional services for implementation, maintenance, and support. The TMS should be an integrated, modular system with a suite of software available for enabling The City’s Human Resources functions.

The first module that The City will be implementing is a learning management system that is inclusive of a learning content management system.

Proponents are welcome to provide proposals for the following options:
• City-Hosted/On-Premise Solution
• Software as a Service (SaaS)/Cloud Solution

If a proponent elects to propose more than one (1) option, each option must be submitted as separate proposals.

Pre-Proposal Meeting: Attendance is Optional Teleconference – dial-in details will be distributed via addendum two (2) business days prior to the meeting
2018 January 11 at 13:30 Mountain Standard Time.

The highest rated proponent will be requested to enter into negotiations for an Agreement with The City for the provision of the Deliverables. It is The City’s intention to enter into an Agreement with only one (1) legal entity. The term of the Agreement may include a PoC, with an option in favour of The City to renew the Agreement on the same terms and conditions for an initial term of up to two (2) years. After the initial term, The City will have an option to renew the Agreement on the same terms and conditions for two (2) additional four (4) year terms for a potential total term of ten (10) years. It is anticipated that the Agreement will be executed within 30 days from the date the highest rated proponent is notified that it is the Negotiations Proponent.

This procurement process is intended to create a formal legally binding bidding process and will not be governed by the law applicable to direct commercial negotiations.
