Request for Offers – Air Rights for the Residential and Office Components of the Lansdowne Partnership Plan (LPP) Implementation


The City of Ottawa is seeking an experienced real estate developer who is interested in:

• either leasing or purchasing the air rights to develop up to 280 residential units at Lansdowne Park as part of a private and public revitalization plan outlined in the Lansdowne Park Partnership and/or

• leasing the air rights to develop an office building on site as part of the integrated revitalization plan.


This is a significant development event for the City and represents a rare opportunity for the creation of a dynamic destination community to live, work and play.

The Lansdowne development program includes 360,000 square feet of commercial retail development, underground parking, refurbishment of Frank Clair Stadium, upgrading the Ottawa Civic Center Arena, and development of a 14 acre urban park. This work is being completed by others and the successful Respondent for the residential air rights, and the successful Respondent for the office air rights, will be required to work with the City and it’s Partners.

Respondents must participate in Commercially Confidential Meetings (CCMs) with the City to seek both clarification on this opportunity and provide feedback. CCMs will permit an open exchange between the City and the Respondents to assist in a greater understanding of the build program, the schedule, and roles and responsibilities of the various participants.
