Notice Description

  Agriculture and Food Security Project

The Canadian International Development Agency (CIDA) is seeking to retain the services of a Consultant to provide monitoring and advisory services to the CIDA Pan-Africa Regional Program for the following agriculture and food security projects: Support to WECARD/CORAF and Support to Rice Research in Africa.

The project goal and objectives are:
1) Support to WECARD/CORAF
CORAF is one of the four sub-regional partners of the Forum for Agricultural Research in Africa (FARA). It is responsible for managing activities in Central and West Africa related to the agricultural research, technology dissemination and adoption component of the AU/NEPAD’s Comprehensive African Agriculture Development Programme (CAADP).

CORAF’s objective is to improve the efficiency and effectiveness of small-scale
producers and promote the agribusiness sector. This will contribute to the development and dissemination of innovative agricultural technologies and knowledge to local farmers and producers who are directly implicated in the region's agricultural production and food security.

2) Support to Rice Research in Africa
This project is implemented by the Africa Rice Center, a pan-African research
organization working to contribute to poverty alleviation and food security in Africa
through research, development and partnership activities aimed at increasing the
productivity and profitability of the rice sector in ways that ensure the long-term
sustainability of the farming environment.

This five year project’s (‘Support to Rice Research in Africa’) objective is to increase food security and improve the local livelihoods of rice producers and entrepreneurs in eight targeted countries (Cameroon, The Gambia, Ghana, Mali, Nigeria, Senegal, Sierra Leone and Uganda) by enhancing harvest and post-harvest rice processing technologies, increasing the quality and marketability of local rice and rice-based products.

The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. CIDA reserves the right to refuse any or all proposals received. The amount allocated to this contract will not exceed three hundred and fifty thousand Canadian dollars (CAN$350,000) excluding GST. The anticipated contract duration is four (4) years.


The working language for this project is English.


Liaising with the CIDA Project Team Leaders (PTL) responsible for two projects, the proposed agriculture and food security monitor will be expected to support the PTL in monitoring and providing advisory services on the agriculture and food security projects identified. Specifically, the Consultant will be responsible for monitoring the development results of the two projects implemented by the respective partners to ensure that activities are conducted to achieve the
expected results (outputs, immediate outcomes, intermediate outcomes, and ultimate outcomes) and objectives (goal and purpose) approved by CIDA for each project. Secondly, the Consultant will provide technical advice to the PTL and respond to ad hoc monitoring and advisory requests that may arise throughout his/her mandate.

To meet the requirement of the assignment, CIDA is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. CIDA is seeking a Consultant with experience in monitoring of agriculture and food projects, including but not be restricted to:
-- working in developing countries, preferably in Africa, liaising with and involving
participation of an array of donors, multiple levels of government, and private sector and civil society stakeholders;
- providing advisory services, preferably in the agriculture sector, using results-based management tools; and
- experience with complex multi-partner project environment including but not limited to Program Based Approaches (PBAs) and Multi Donor Trust Funds (MDTFs) and the impact (results) of these types of programs.
