Request for Proposal (RFP) – Canadian Forces Annual Retreat for Chaplains (2013 and 2014)

BACKGROUND

The Chaplain General is required by Interfaith Committee on Canadian Military Chaplaincy (ICCMC) to provide an Annual Retreat for Chaplains serving in the Canadian Forces for the development of their spiritual and intellectual life.

REQUIREMENT:

The Department of National Defence, on behalf of the Canadian Forces Chaplain General, has a requirement for meeting facilities, accommodations and provision of meals to host a six (6) day, five (5) night Retreat for up to 250 people.

The Retreat will be held at a location outside the City of Ottawa, Ontario, and the City of Gatineau, Québec, but within one hundred and fifty kilometres of the Montreal Pierre Elliott Trudeau International Airport.

Canada intends to award a contract in support of the 2013 Retreat, with an option, exercised at Canada’s sole discretion, for an additional Retreat to be held from May 26 to May 30, 2014. If there are no compliant bidders responding to the optional Retreat in 2014, Canada may, at its sole discretion, elect to award a contract to the compliant Bidder whose proposal only addresses the 2013 Retreat.

The Contractor will be required to provide:

1.    one breakout room capable of seating up to 125 persons on May 27, 2013, required during regular business hours;

2.    two breakout rooms, each capable of seating up to 45 persons from May 28 to May 29, 2013, required during regular business hours;

3.    one breakout room capable of seating up to 30 persons from May 28 to May 29, 2013, required during regular business hours;

4.    three breakout rooms, each capable of seating up to 15 persons from May 28 to May 29, 2013, during regular business hours;

5.    one breakout room capable of seating up to 15 persons from May 27 to May 29, 2013, during regular business hours;

6.    two breakout rooms, if required, each capable of seating up to 30 persons. If required, will be required during regular business hours;

7.    one administration office to be available 24 hours per day, equipped with phone/phone line with long distance capability, and photocopier/printer. The office must be large enough to accommodate four people with four chairs, two desks/tables for administrative work and one table for supplies and display of Kit Shop items. There must also be Internet access for up to two computers, which will be supplied by the Canadian Forces;


8.    minimum three (3) star rating accommodations for up to 249 persons for up to five (5) nights (May 26 to May 30 2013 inclusive) and for up to 6 persons for up to two (2) nights (May 24 to May 25, 2013 inclusive);

9.    a sit-down breakfast, lunch, and dinner per person per day (hot and cold breakfasts, lunches and hot dinner buffet or cafeteria style or service) for up to 250 persons at the same time;

10.    Meet & Greet reception with seating for up to 250 persons on May 27, 2013;

11.    Formal Dinner, which will include a quality four (4) course meal for up to 250 persons on May 28, 2013; and

12.    health breaks for up to two hundred and twenty (250) persons.

Mandatory and Rated Criteria are detailed in the Request for Proposal (RFP).

Where this notice and the RFP differs, the RFP will prevail.

The Department of National Defence reserves the right not to award a Contract, regardless of the responses it receives.
