  Prime Architectural Design Services - Pan/ParaPan Am Toronto 2015 Outdoor Wheelchair Tennis Venue

This Request for Proposal (“RFP”) is an invitation by the Department of Design & Construction Management and the Department of Athletics & Recreation at the University of Toronto Scarborough on behalf of the Governing Council of the University of Toronto (the “University”) in conjunction with the Toronto 2015 Pan Am/ParaPan Am Organizing Committee (“TO2015”) to prospective proponents to submit proposals for the provision prime architectural design services for a new outdoor tennis venue located at the University of Toronto Scarborough Campus (valley playing fields), as further described in Part 2 – The Deliverables (the “Deliverables”). The University of Toronto Scarborough (UTSC) will host the Wheelchair tennis activities as part of the Pan/ParaPan Am games being hosted by Toronto in 2015.

i)    Objectives
To receive proposals from qualified consultants in the field of landscape design, specifically pertaining to outdoor sports venues (i.e. Tennis Courts). The ideal proponent must show past design experience related to tennis venues and must be able to complete design drawings (tender drawings) within a rigorous time frame.

ii)    Background
The proposed Outdoor Tennis Venue is to be located within the Campus’ existing playing fields located at 130 Old Kingston Road, Toronto, M1E 3J5. Currently the site features an all-sod softball diamond that consists of a back stop, irrigation system, and two fixed benches. Some trees and shrubs were planted around the diamond in addition to the natural surroundings of trees/shrubs found on this site.

In summary, the tennis venue is to have eight (8) tennis courts designed to the standards set-out by the International Tennis Federation (“ITF”). The surface of the court shall be an asphalt base hard court (ITF certified har-tru court) and similar to the US Open Purple/Blue colour pattern. The Sponsors are open to other options for court surfaces keeping in mind cost and maintenance implications, provided that they meet the mandatory standards from the ITF. One of the 8 courts should be featured as the “centre” court and thus feature seating (~250 seats meeting all code requirements) at this centre court.

The successful proponent would be responsible for initiating and developing a design to the stage of producing tender drawings and issued for construction documentation for the above project including, but not limited to, all required site visits, inspection reports (prior, during, and post construction), building permits, and coordination of a site plan agreement required planning approvals (if required). All applicable codes and by-laws that affect the design of the tennis venue are to be taken into consideration and included within the proponent’s proposal.

The Successful Proponent will be responsible to provide prime consulting services as well as sub consulting services to address requirements as set out in Appendix E attached. Sub consulting services may include but are not limited to civil, electrical and landscape The Successful Proponent will furthermore be responsible to engage any sport specific, technical consultants as may be required to suit the project in order to ensure ITF certification can be obtained.

A significant site consideration to be made aware of is that the proposed location is a Toronto and Region Conservation Authority (TRCA) regulated area. It will be the responsibility of the successful proponent to ensure that all drawings, specifications and any reports required by authorities having jurisdiction are in compliance with the TRCA’s requirements in addition to all required permits and approvals for constructing such a venue. The successful proponent will work cooperatively with the Sponsor’s legal counsel for all matters relating to the TRCA and the City of Toronto.
