Notice Description

  Improving Environmental Management of Mining and Energy Activities in Peru

The Department of Foreign Affairs, Trade and Development (DFATD) is seeking to retain the services of a Consultant to provide the professional and consulting services related to the implementation of the Project Improving Environmental Management of Mining and Energy Activities in Peru.
This project builds on Department of Foreign Affairs, Trade and Development (DFATD) formerly Canadian International Development Agency‘s (CIDA) past and present portfolio of projects in support of Peru’s mining and energy sector, which is a major contributor to Peru’s economy (70.36% of Peru’s exports in 2011). As such, this project will improve Peru’s environmental impact assessment and monitoring process for one of Peru’s most important economic sectors.
The objective of this project is to increase sustainable economic development for Peruvians, including women and other vulnerable groups, affected by mining and energy activities in Peru. It will do this by providing technical assistance to Peruvian authorities to improve the effectiveness of the environmental impact assessment approval and monitoring process in the mining and energy sector. Project outputs and activities are focused on mining, while maintaining a link to energy as both types of activities fall under the responsibility of the Ministry of the Environment (MINAM) and its related agencies as well as the sectoral authority, the Ministry of Energy and Mines (MINEM).
The purpose of this notice is to invite formal costed proposals from eligible Consultants. On the basis of the formal proposals, one Consultant will be invited to negotiate a contract for the provision of services. DFATD reserves the right to refuse any or all proposals received. The amount allocated to this contract will not exceed fifteen million three hundred and ten thousand Canadian dollars ($15,310,000 CAD) excluding Applicable Taxes. The anticipated contract duration is six (6) years.
WORKING LANGUAGE OF THE PROJECT
Since the recipient country requests communications with DFATD in English, the working language for this project is English.
DESCRIPTION OF SERVICES
The Consultant will be the overall manager, administrator and coordinator of the project, bringing together the various resources required to execute the project. Specifically, the Consultant shall:
A. Establish a project office in Lima in a space provided by the Ministry of the Environment. Over the course of the project, the Consultant will establish a minimum of one office in one (1) of the targeted regions of the project. The role of the office is to facilitate the implementation of project activities, acting as contact point/hub for the coordination of activities that will be delivered to national institutions and regional governments and to promote coordination with other national level organizations as appropriate and required.;
B. Develop procedures to ensure cost-effective and timely selection, sub-contracting, administration and performance of appropriate and qualified subject-matter specialists to meet a range of short and medium-term needs;
C. Administer and oversee project-funded activities;
D. Procure goods and services in accordance with public procurement principles as defined in the Procurement of Goods and Services in the Terms of Reference;
E. Provide financial services including administration, disbursement, monitoring and control of DFATD funds;
F. Develop and maintain functional and effective systems for the management and control of project expenses and disbursements. Records of expenses and disbursements will be maintained;
G. Monitor the project in accordance with the approved PMF and reporting requirements to DFATD;
H. Produce and submit the reports as specified in the Reporting Requirements in the Terms of Reference; and
I. Act as the Secretariat for the PSC by organizing annual meetings (procedures and minutes) and following-up on PSC decisions and recommendations.
BIDDERS CONFERENCE
A bidders’ conference will be held on January 16, 2014 at DFATD, 200 Promenade du Portage, Gatineau (Québec). The session will begin at 9:00 hrs am, in the meeting room A-5001.
CONSULTANT PROFILE
To meet the requirement of the assignment, DFATD is seeking to retain the services of a Consultant with a set of demonstrated and verifiable capabilities. DFATD is seeking a Consultant with
a) Experience in managing and implementing projects that includes capacity development of government institutions at the national and regional levels
b) Experience in managing environmental assessment in the mining sector

In order to be considered, proposals must be completed and received no later than 14:00 hrs, Eastern Standard Time (EST), on closing date, DFATD Bid Receiving Unit, at the Central Mail Room, 1st Floor, 200 Promenade du Portage, Gatineau, Quebec K1A 0G4.
